SEE begins visit to Qinghai

The Secretary for Environment and Ecology, Mr Tse Chin-wan, began his visit to Qinghai today (July 20), calling on the People's Government of Qinghai Province, the Department of Ecology and Environment of Qinghai Province, and the Qinghai Provincial Energy Administration.

In the morning, Mr Tse first visited Qinghai's "window of ecology" monitoring system, to learn about how the system utilises a high-definition remote network video monitoring system and AI automation and analytics technology. The system conducts long-distance, large-scale and comprehensive real-time high-definition video monitoring of typical ecological areas, natural landscapes and wildlife across the province. It also assists with inspections, regulatory and law enforcement actions on ecological and environmental protection.

Mr Tse then called on the Vice-Governor of the People's Government of Qinghai Province, Mr Liu Tao. Mr Tse said that Hong Kong and Qinghai have co-operated continuously on aspects such as ecological and environmental protection, green and low-carbon industries, as well as environmental technology in recent years. It is hoped that with Hong Kong's unique advantages of having strong support from the motherland and being closely connected to the world, Hong Kong can continue to leverage its roles as a "super connector" and a "super value-adder" to connect the Mainland with the rest of the world, further widening the room for co-operation between the two places.

Mr Tse also attended a meeting hosted by Mr Liu and participated in by the Communist Party Chief of the Department of Ecology and Environment of Qinghai Province, Mr Dong Yuyi, and officials from other relevant departments. During the meeting, both sides exchanged detailed views on strengthening communication on ecological and environmental policies and regulatory systems, scientific research and technological innovation co-operation, as well as talent training.

In the afternoon, Mr Tse visited the Clean Energy and Green Computing Power Dispatch Centre of Qinghai Province and met with the Director of the Qinghai Provincial Energy Administration, Mr Xu Haiming, to learn about Qinghai's work in promoting the use of zero-carbon energy. Mr Tse also learned about the real-time monitoring of provincial clean energy power generation and electricity consumption of key energy-using enterprises. Mr Tse said that as Qinghai is the national hub for the clean energy industry, this visit could help bring its advanced experience in developing green and low-carbon electricity to Hong Kong and facilitate Hong Kong's comprehensive green transition.

Mr Tse and the delegation also visited the Museum of Natural Resources of Qinghai Province on the same day, to learn about the geological evolution of the Qinghai-Xizang Plateau, as well as local efforts in protecting natural resources and the development of ecological civilisation.

Mr Tse will continue his visit to Qinghai tomorrow (July 21).

Police conduct anti-illegal gambling operation during 2026 FIFA World Cup

Police conducted a territory-wide anti-illegal gambling operation codenamed “CROWBEAK” cum “WINDSHIELD” during the 2026 FIFA World Cup in June and July. During the operation, Police arrested 991 people and seized over $365 million in betting records, as well as over $7.4 million in cash and assets.

During the operation, Police raided 249 premises suspected of being linked to illegal gambling activities and arrested 991 people (645 males and 346 females, aged between 16 and 93) for offences including “engaging in bookmaking”, “promoting or facilitating bookmaking”, “betting with a bookmaker”, “operating illegal gambling establishments”, “dealing with property known or reasonably believed to represent proceeds of an indictable offence” (commonly known as “money laundering”), etc.

Police seized suspected crime proceeds comprising about $3 million in cash and $4.4 million worth of valuables. Additionally, 43 computers and 443 mobile phones suspected of facilitating bookmaking activities were seized. The aggregate value of betting records uncovered in the operation was $365 million.

Moreover, on the education front, Police conducted a series of preventive education campaigns under the theme “Stay Away from Illegal Gambling”, including:

• promoting anti-illegal gambling messages via media and online channels, including producing a promotional video (www.youtube.com/watch?v=oyDaXOZv6TA);

• broadcasting promotional videos, distributing leaflets and displaying posters at entertainment venues and strategic locations in various districts; and

• collaborating closely with the communities, schools, government departments and other organisations to enhance the promotion of anti-illegal gambling messages through various channels.

Police appeal to the public that in accordance with the Gambling Ordinance (Cap. 148), anyone who bets with a bookmaker commits an offence and is liable to a maximum fine of $50,000 and nine months’ imprisonment on conviction. Anyone who engages in bookmaking, or promotes or facilitates bookmaking, commits an offence and is liable to a maximum fine of $5 million and seven years’ imprisonment on conviction. A person would still be liable to the offences even if the gambling website is hosted overseas yet he/she engaged in its operation in Hong Kong.
