DPO hosted exchange session on "'AI+' Civil Service: Industry's Role in Reshaping the Government's Approach to Public Service Delivery"

The Digital Policy Office (DPO) hosted an exchange session themed "'AI+' Civil Service: Industry's Role in Reshaping the Government's Approach to Public Service Delivery" at the Smart Government Innovation Lab today (August 17). The event brought together Member of the Legislative Council (Technology and Innovation Constituency), Mr Duncan Chiu, and industry representatives to discuss applications of AI in different public administration procedures, project implementation strategies, and innovative thinking in public services. They also explored how industry experience and technologies could be leveraged to support the digital and intelligent transformation of the Government.

The Deputy Chief Secretary for Administration and Leader of the AI Efficacy Enhancement Team (AIEET), Mr Cheuk Wing-hing, said at the event that since its establishment, the AIEET has focused on optimising the workflow of application and waiting time of government services, expediting vetting and complaint handling by departments, strengthening data analysis, and streamlining paperwork, with a view to enhancing the speed, quantity, efficiency and quality of government work through the use of AI technologies. The AIEET has so far facilitated and taken forward the first batch of 30 efficacy enhancement projects across 13 departments aimed for roll-out this year and next year, demonstrating the Government's commitment and capability in driving digital and intelligent transformation. Mr Cheuk encouraged all departments to continue to promote service innovation and performance improvement by leveraging AI, benefitting the public and the society.

The Acting Commissioner for Digital Policy, Mr Daniel Cheung, said that this exchange session helps strengthen communications between the Government and the innovation and technology sector, enabling departments to have a better grasp of the AI solutions available in the market and the experience and approach of implementation, as well as to inspire departments to reshape public services in a pragmatic manner. The DPO will continue to seize the opportunities brought about by AI development and fully align with the National 15th Five-Year Plan and the "AI+" initiative, supporting departments in leveraging AI and other technologies, while joining hands with the industry to bring better and more efficient public services to members of the public.

Mr Chiu exchanged views with industry representatives from Alibaba Cloud, Tencent Cloud and Huawei Hong Kong & Macau at the event. They shared their experiences in supporting the Government and enterprises in promoting AI adoption and digital intelligence transformation, and introduced use cases across various areas of government services. Participants also had in-depth discussions on real challenges commonly encountered in AI adoption, and explored how suitable AI tools, complemented by technical support, could help departments accelerate the transition from proof-of-concept to practical application.

SEE begins visit to Shanghai

The Secretary for Environment and Ecology, Mr Tse Chin-wan, began his visit to Shanghai today (August 17).

Upon his arrival in the afternoon, Mr Tse met with the President of the State Grid Shanghai Municipal Electric Power Company, Mr Chen Haibo, with leaders of the International Cooperation Department of the State Grid Corporation of China and the State Grid International Development Company Limited also participating. He then visited the Power Dispatching and Control Center of the State Grid Shanghai Municipal Electric Power Company to learn about Shanghai's latest developments in the monitoring and management of the electricity grid system.

Mr Tse later attended the launching ceremony of the "Green Dreams Come True: HK Electric Green Energy, Innovation, Technology and Cultural Study Tour", organised by the Hongkong Electric Company Limited and supported by the State Grid Corporation of China. During his speech, he pointed out to the teachers and students from Hong Kong at the ceremony that the country has made swift progress in green and low-carbon transition in recent years. Under the 15th Five-Year Plan, the country is accelerating the formation of a new energy system, pursuing proactively the target of reaching carbon emission peak, enhancing the capability to address climate change, improving the quality of the ecological environment, and implementing the concept of "lucid waters and lush mountains are invaluable assets".

He also shared with the teachers and students the work of the Environment and Ecology Bureau on green and low-carbon transition. It strives to reduce the carbon emissions by half by 2035 and achieve carbon neutrality by 2050, thereby making Hong Kong a low-carbon, green and liveable city.

Mr Tse further stated that Hong Kong's carbon neutrality by 2050 and the country's future development rest in the hands of the younger generation. He encouraged students to seize the opportunity to understand the country's achievements in green and low-carbon development as well as technological innovations, to experience the historical legacies and inheritance of the Chinese culture, to develop aspirations, and to make personal pursuits to become a part of the overall national development.

Mr Tse will continue his visit to Shanghai tomorrow (August 18).
