Provisional recommendations on boundaries and names of District Council Geographical Constituencies for 2027 District Council Ordinary Election for public consultation commences today

The Electoral Affairs Commission (EAC) today (August 25) released the provisional recommendations on the boundaries and names of District Council Geographical Constituencies (DCGCs) for the 2027 District Council Ordinary Election (DCOE), and launched a public consultation which will last until September 24.

The 2027 DCOE will be held in late 2027. The Electoral Affairs Commission Ordinance (EACO) (Cap. 541) stipulates that the EAC is required to review the boundaries and names of DCGCs, formulate provisional recommendations, conduct public consultation and submit to the Chief Executive a report on the relevant recommendations.
The EAC Chairman, Mr Justice David Lok, said that section 20 of the EACO stipulates that the population of a proposed DCGC shall be as near the number calculated in accordance with the formula set out in that section (the relevant number) as practicable, and the EAC shall ensure that the population of each DCGC does not exceed or fall below the upper or lower limit of 25 per cent of the relevant number applicable to it.
The working principles of the EAC in formulating the provisional recommendations include maintaining the boundaries of DCGCs as far as possible where their population projections are within the statutory permissible range, so as to minimise inconvenience to electors caused by boundary adjustments. According to the EAC's past experience in boundary delineation, members of the public have also generally preferred to maintain the existing constituency boundaries as far as possible.
Based on the population projections as at June 30, 2027, the projected population of each DCGC falls within the statutory permissible range. Therefore, the EAC will not, in principle, on its own initiative adjust their boundaries.
In addition to population factors, the EAC also takes into account the latest development in the districts in accordance with the relevant statutory criteria in formulating the provisional recommendations. Mr Justice Lok added that the EAC noticed that several residential buildings completed after the delineation of DCGCs for the 2023 DCOE straddle the current boundaries of DCGCs. To ensure that an entire residential building is included within a single DCGC, the EAC, adopting the principle of affecting less population, proposes minor adjustments to part of the boundaries of Yuen Long Rural East (M02), Tin Shui Wai South and Ping Ha (M03), Wu Tip Shan (N01) and Robin's Nest (N02) DCGCs.
Moreover, on July 15, 2026, the Legislative Council passed a resolution approving the District Councils Ordinance (Amendment of Schedule 1) Order 2026 (the Order) made by the Chief Executive in Council, which amended the District areas of Yuen Long District and North District to include the Loop into Yuen Long District and update the District area of North District. With the relevant amendments applying to the 2027 DCOE, the EAC therefore also proposes corresponding adjustments to the boundaries of the relevant DCGCs pursuant to the Order.
Even with the implementation of the aforementioned proposed adjustments, the projected populations of the relevant DCGCs will remain within the statutory permissible range. As for the names of the 44 existing DCGCs, the EAC considers that they adequately reflect the local condition of each DCGC, and therefore proposes to retain all of them.
The provisional recommendations can be viewed from the EAC website (www.eac.hk), or inspected at the Registration and Electoral Office (REO), the Home Affairs Enquiry Centres of all district offices, philatelic offices of Hongkong Post, management offices of public housing estates, and major and district public libraries.
Members of the public could make written representations on the provisional recommendations to the EAC Secretariat by email (eacenq@eac.hk), post (8/F, Treasury Building, 3 Tonkin Street West, Cheung Sha Wan, Kowloon) or fax (2511 1682) on or before September 24 (Thursday). For written representations submitted by post, the postmark date will be taken as the submission date. Late submissions will not be considered.
