Property owner fined $80,000 for not complying with removal order
An owner was fined $80,000 yesterday (September 2) upon conviction at the West Kowloon Magistrates' Courts on April 8 for failing to comply with a removal order issued under the Buildings Ordinance (BO) (Cap. 123).

The case involved an unauthorised structure of about 133 square metres on the flat roof of an industrial building on Pak Tin Par Street, Tsuen Wan. As the unauthorised building works (UBWs) were carried out without prior approval and consent from the Buildings Department (BD), a removal order was served on the owner under section 24(1) of the BO. Failing to comply with the removal order, the owner was prosecuted by the BD.
A spokesman for the BD said today (September 3), "UBWs may lead to serious consequences. Owners must comply with removal orders without delay. The BD will continue to take stringent enforcement action against owners who fail to comply with removal orders, including instigation of prosecution, to ensure building and public safety."
Failure to comply with a removal order without reasonable excuse is a serious offence under the BO. The maximum penalty upon conviction is a fine of $200,000 and one year's imprisonment, and a further fine of up to $20,000 for each day that the offence continues.

Commission on Children convenes 28th meeting, visits Jockey Club Key House
The Chief Secretary for Administration, Mr Chan Kwok-ki, today (September 3) chaired the 28th meeting of the Commission on Children, and led its members to visit the Jockey Club Key House (Key House) in Shau Kei Wan.
SideBySide launched the Jockey Club "Craft Your Life Together" Co-living Community Project at the Key House, which is the first service unit in Hong Kong that provides a one-stop accommodation, life planning and diversified social connection support services for youths lacking family support.
At the meeting, representatives of the Labour and Welfare Bureau, the Centum Charitas Foundation and SidebySide briefed members on the new Centum Youth Power up (Pilot) Scheme which provides transitional support to young people leaving residential child care services but without family support. Members acknowledged the synergy achieved by the tripartite collaboration among the Government, the business sector and the community in empowering young people with the necessary support.
The Pilot Scheme has been launched in line with the policies in relation to strengthening family cohesion and safeguarding children in the Chief Executive's 2025 Policy Address. It aims to assist young people who are leaving residential child care services and who may feel lost and helpless as they enter into society, so that they can confidently and more seamlessly transition to an independent new stage of life.
