Prof Sam Kwong Tak-wu, Associate Vice-President (Strategic Research), Dean of the School of Graduate Studies, and J.K. Lee Chair Professor of Computational Intelligence at Lingnan University, was recently elected to the Class of 2026 Fellows of the Academy of Science of the Royal Society of Canada (RSC) in recognition of his outstanding academic achievements and remarkable contributions in the field of science. Fellowship of the RSC is one of the highest honours Canada bestows upon scholars and scientists. This year, 105 people worldwide were elected as new Fellows, and Prof Kwong is one of the three scholars in Hong Kong SAR to receive this prestigious recognition. He will attend the induction ceremony in Ottawa in November.

Prof Kwong, a world-renowned scholar in evolutionary computation, AI solutions, and image/video processing, was elected as a Fellow of the Canadian Academy of Engineering (CAE) in 2025. Since 2021, he has been one of Stanford University’s top 2% of scientists worldwide, and Clarivate has listed him as a Highly Cited Researcher since 2022. He is a Fellow of several illustrious academic institutions, including the Institute of Electrical and Electronics Engineers (IEEE), the US National Academy of Inventors (NAI), and the Hong Kong Academy of Engineering (HKAE). Prof Kwong has been granted more than 50 US patents, published over 500 journal and conference papers, and his research outcomes have been applied in many innovative fields, including multimedia transmission, intelligent logistics, and medical diagnostics.

In the past few years, the “AI +” innovative technologies developed by Prof Kwong and his team have won several major invention awards. His “AI-based Fencing Training and Assessment System”, won the Gold Medal and Prize of the International Federation of Inventors’ Associations (IFIA) at the Silicon Valley International Invention Festival 2025, and “Face Fortress: Adaptive All-In-One AI for Digital ID Safety” also won a Gold Medal at the Silicon Valley International Invention Festival 2026.

TD invites interested and eligible parties to submit proposals for operating Rehabus Feeder Services

The Transport Department (TD) today (September 11) invited interested and eligible parties to submit proposals for operating the Rehabus Feeder Services. Applicants must be non-profit charitable bodies exempt from tax under Section 88 of the Inland Revenue Ordinance.

A spokesman for the TD said that the Rehabus Feeder Services provide special transport services for persons with disabilities who have difficulty using conventional public transport, enabling them to attend medical appointments and take part in social, recreational and leisure activities, thereby facilitating their integration into the community. Regarding the "Invitation for Proposals" (IFP) for operating the Rehabus Feeder Services, the TD invites interested and eligible parties to submit proposals for improving the Rehabus Feeder Services, such as rationalisation proposals for the Feeder Services, enhancement of fleet management, improvement to passenger facilities and customer services, with a view to providing better services for people in need.

Interested and eligible parties can obtain the full set of IFP documents including service specifications, assessment criteria and the prescribed form during office hours (9am to 1pm and 2pm to 6pm, Mondays to Fridays, except public holidays) from the Disabled Transport Section, Transport Department, 11/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, or via email (disabledtransport@td.gov.hk).

The proposals shall be submitted in a sealed envelope clearly marked with "Application for the Provision of the Rehabus Feeder Services" and must be submitted to the TD at the aforesaid address at or before noon on October 9, 2026 (Friday). Late submissions will not be considered.

A briefing session on this IFP will be held at 3pm on September 18 (Friday), in Room 1017, 10/F, South Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei. If applicants would like to assign representative(s) to attend the briefing session, please complete and return the reply slip (Annex 12 of the IFP document) by fax (2673 6599) or by post on or before September 17 (Thursday).
