SCS briefs civil servants on Hong Kong's First Five-Year Plan and Policy Address
Following the announcement of the First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030) (Hong Kong's Five-Year Plan) and the release of the Chief Executive's 2026 Policy Address by the Chief Executive, Mr John Lee, today (September 16), the Secretary for the Civil Service, Mrs Ingrid Yeung, and the Permanent Secretary for the Civil Service, Ms Shirley Lam, met with staff-side representatives from the four civil service central consultative councils and the four major service-wide staff unions this afternoon to brief them on civil service-related matters in the Hong Kong's First Five-Year Plan and the Policy Address.
During the meeting with the civil service groups, Mrs Yeung said that the civil service is the core backbone in driving and implementing policies and play a pivotal role in the Government's administration. The civil service should stand united, render full support to the Chief Executive in administering the Government, and strive to serve the public. The Civil Service Bureau will, in accordance with the direction set out in the Hong Kong's First Five-year Plan and the policy measures put forward in the Policy Address, continue to enhance the governance efficacy of the civil service and deepen the implementation of various reforms.
Meanwhile, Mrs Yeung also issued a letter to civil service colleagues to provide further elaboration. In the letter entitled "Strengthen the Civil Service System, Enhance Governance Efficacy", she said that in the past four years, various initiatives have been rolled out to reform the civil service system. The coming five years will be a period of advancement and consolidation of these reforms. The civil service must sustain their efforts to deepen and solidify various policy measures, and build a team of civil servants that is capable of precisely responding to the aspirations of the public and serving the needs of Hong Kong.
"The Hong Kong's First Five-Year Plan announced by the Chief Executive and the Policy Address released subsequently are interconnected and inextricably related. The civil service shoulders the important mission of implementing the Hong Kong's First Five-Year Plan for the development of our city. I encourage all colleagues to delve deep into the Hong Kong's First Five-Year Plan and the Policy Address and, with a macro perspective, an innovative spirit and 'people-oriented' mindset, continue to support the civil service-related initiatives, implement various policy agendas in your respective positions, and forge ahead with the implementation of various policy measures. Let us join hands to build a better Hong Kong and better integrate into and serve the overall national development."
