2026 China Cybersecurity Week Hong Kong Sub-forum explores Hong Kong's cybersecurity trends

The 2026 China Cybersecurity Week Hong Kong Sub-forum organised by the Digital Policy Office (DPO) and co-organised by the Cyber Security and Technology Crime Bureau of the Hong Kong Police Force, the Hong Kong Internet Registration Corporation Limited, and the Hong Kong Cybersecurity Professional Association, concluded smoothly today (September 17). The Sub-forum brought together over 400 industry experts and business leaders from the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) to exchange insights on topics including AI security, emerging cybersecurity threats and the latest cyber defence technologies, and explore Hong Kong's development directions on cybersecurity.

The Secretary for Innovation, Technology and Industry, Professor Sun Dong, officiated at the forum. In his welcome remarks, Professor Sun said that as a "super connector" and a "super value-adder" linking the country with the world, Hong Kong is keeping pace with the nation in strengthening cybersecurity defence. The Chief Executive announced the First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030) (Hong Kong's Five-Year Plan) and the Chief Executive's 2026 Policy Address (Policy Address) yesterday. The Hong Kong Special Administrative Region (HKSAR) Government will closely align with the strategies of the National 15th Five-Year Plan, accelerating the development of an international innovation and technology (I&T) centre, and deepening the implementation of the "AI+" initiative. Professor Sun said that it is essential to face up to the security challenges brought about by I&T in building a secure ecosystem. In face of the challenges of the new era, only by working closely with all sectors of the community can Hong Kong build a solid defence line on the path of I&T, developing Hong Kong to become a more resilient and vibrant smart city.

Deputy Director-General of the Cybersecurity Coordination Bureau of the Office of the Central Cyberspace Affairs Commission Ms Luo Fengying also officiated at the forum and delivered the opening remarks. She said that the Chinese Mainland and Hong Kong have deepened their co-operation in cybersecurity incident response, cross-boundary data flow and talent cultivation in recent years. In face of growing cybersecurity threats, she said, both sides should further strengthen interaction and collaboration to jointly enhance cybersecurity awareness among the community.

The Acting Commissioner for Digital Policy, Mr Daniel Cheung, in his keynote speech, shared the HKSAR Government's key initiatives in cybersecurity. He said that security is the prerequisite for development, while development provides the guarantee for security. The two complement each other and coexist rather than oppose one another. He said that under the guidance of the National 15th Five-Year Plan, the Policy Address and Hong Kong's Five-Year Plan, Hong Kong will continue to fully leverage its unique advantages of enjoying the strong support of the motherland and being closely connected to the world, actively integrate into the country's overall development plan, and promote the synergistic advancement of innovation and security. In addition, in response to the potential threat posed by quantum computing to existing encryption technologies, the DPO has established a dedicated governance framework and will drive the phased, secure and orderly transition to the post-quantum era for government departments and public organisations, ensuring alignment at an international pace. He called on society to work closely together in safeguarding high-quality development with high-level security, securing a steadier, longer and more brilliant I&T journey of Hong Kong.

The 2026 China Cybersecurity Week Hong Kong Sub-forum was held to align with the China Cybersecurity Week. Under the theme "Innovate with Grace, Peace in Cyberspace", the DPO collaborated with industry stakeholders to organise a series of cybersecurity awareness and public education activities, including the Hong Kong Sub-forum, the "AI x Cybersecurity Challenge", the AI-Generated Four-Panel Comic Competition and tram promotion activities. Through a two-pronged approach of professional technical exchanges and publicity programmes, the DPO hopes to enhance public awareness of cybersecurity and strengthen the overall cyber resilience of Hong Kong.

Speech by SCST at opening ceremony of International Lantern Spectacular

Following is the speech by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, at the opening ceremony of the International Lantern Spectacular today (September 17):

Good evening, everyone. A very warm welcome especially to our distinguished friends from the consulates-general, and to all our guests joining here tonight.

It is my great pleasure to be with you at Victoria Park for the opening of the Hong Kong Tourism Board's International Lantern Spectacular.

This remarkable event brings together an international showcase of over 3 000 lanterns from some 20 countries, complemented by four treasured heritage collections of Nanjing Qinhuai lanterns - a recognised national intangible cultural heritage - alongside more than 1 000 classic lanterns handcrafted by local artisans here in Hong Kong.

Beyond the dazzling displays, I warmly welcome you to explore our special mooncake booths. Every purchase there goes towards a meaningful cause, with all proceeds donated to Po Leung Kuk to support its charitable work.

Of course, the Spectacular is just one shining highlight of our city-wide Mid-Autumn festivities, which also feature the Leisure and Cultural Services Department's Mid-Autumn Lantern Carnival right next door and the legendary Tai Hang Fire Dragon Dance later this month. Together, they weave a festive experience that is truly quintessential to our city - dazzling, vibrant and unmistakably "Only in Hong Kong".
