Appointment of supervisory committee to conduct investigation upon District Council Member's conviction
The Secretary for Home and Youth Affairs (SHYA) appointed a supervisory committee today (September 22) to investigate the conviction on September 14 of Yuen Long District Council (YLDC) Member Sei Chun-hing of intercourse with a girl under 16.
The Chairman and three members of the YLDC, pursuant to the District Councils Ordinance (Cap. 547) (the Ordinance), initiated on September 14 an investigation into Mr Sei. In accordance with the Ordinance and the performance monitoring system of DC Members, the SHYA appointed a supervisory committee to conduct the investigation, and the five committee members are Dr Bunny Chan Chung-bun, Ms Lam Chui-ling, Ms Deannie Yew Yat-wa, Ms Lee Ching-har and Dr Michael Liu Tsz-chung. The supervisory committee will establish whether the facts on which the allegation was based are true; give its opinion on whether the established facts constitute grounds for imposing sanction under the Ordinance; and, if there is ground for imposing sanction, give its opinion on the appropriate sanction to be imposed on the DC Member concerned. After completing the investigation, the supervisory committee will submit a report to the SHYA for consideration. The SHYA will make a decision after considering the report, and announce such decision in due course.
The SHYA, Miss Alice Mak, said, "The Government places strong emphasis on the conduct and integrity of DC Members, therefore the Performance Monitoring Guidelines for DC Members expressly specify that DC Members should at all times and in every respect conduct themselves in a manner which is in line with public expectations, and commensurate with the reputation of the DC and its members. The performance monitoring system of DC Members empowers the investigation and sanction upon DC Members' misconduct, so as to ensure that every DC Member upholds their duties faithfully to serve the people."
Miss Mak continued, "The five members of the supervisory committee include one person who is not a DC Member and four DC Members from districts other than Yuen Long. They have diverse backgrounds and rich district experience. The supervisory committee will handle the investigation in a robust, fair, just, impartial, independent and objective manner in accordance with the established mechanism."
In order to avoid impacting the impartiality of the supervisory committee's investigation, the Home and Youth Affairs Bureau will not comment on the case during the supervisory committee's investigation.

The Secretary for Health, Professor Lo Chung-mau, met with the Vice Governor and member of the Party Leadership Group of the People's Government of Henan Province, Mr Song Zhenghui, and his delegation today (September 22) to exchange views on deepening comprehensive exchanges and co-operation in Chinese medicine (CM) between the two places. They jointly witnessed the signing of the Memorandum of Understanding (MOU) on the exchanges and co-operation in CM between the Health Bureau(HHB) and the Health Commission of Henan Province, working together to promote exchanges and collaboration in CM between the two places.
Professor Lo welcomed the delegation and introduced to them the strategic directions of CM development in Hong Kong. He said, "The Chief Executive led the Hong Kong Special Administrative Region (HKSAR) Government in formulating the First Five-Year Plan for Economic and Social Development of the HKSAR (2026-2030) (Hong Kong’s First Five-Year Plan) for the first time to comprehensively and proactively align with the National 15th Five-Year Plan Outline. It clearly sets out the principle for promoting high-quality and high-standard development of CM on all fronts. Through the two flagship institutions, The Chinese Medicine Hospital of Hong Kong (CMHHK) and the Government Chinese Medicines Testing Institute (GCMTI), Hong Kong will strive to promote pure CM and integrated Chinese-Western medicine services as the 'Hong Kong model' in the modern healthcare system to provide a high-standard reference model for the world, while developing Chinese medicine standards that align with international standards, with a view to extending the benefits of CM services and products to more countries.
"The Chief Executive's 2026 Policy Address is also closely aligned with Hong Kong's First Five-Year Plan, highlighting various CM policy measures to progressively advance the long-term development of CM in Hong Kong, while also striving to provide the public with comprehensive CM services, including the launch of 24-hour inpatient services at CMHHK starting from the end of this year and the expansion of the integrated Chinese-Western medicine services of the Hospital Authority."
Anchored by Hong Kong's first Chinese Medicine Development Blueprint released last December, coupled with the commencement of CMHHK and the permanent premises of the GCMTI at the end of last year, the HKSAR Government will continue to vigorously promote the development of CM services, Chinese medicines standard setting, scientific research collaboration and talent cultivation, which will inject new momentum into promoting the high-quality development of CM in Hong Kong.
Professor Lo emphasised, "The HKSAR Government attaches great importance to CM exchanges with various provinces on the Mainland, and will continue to deepen co-operation between Henan and Hong Kong in the CM sector under the principles of complementarity and mutual benefits, thereby jointly contributing to the revitalisation and development of CM in the country."
At the meeting, Professor Lo and Mr Song jointly witnessed the signing of the MOU on the exchanges and co-operation in CM by the Acting Commissioner for Chinese Medicine Development of the HHB, Dr Ng Chi-sun, and Associate Director of the Health Commission of Henan Province Mr Ding Li. Both sides also conducted exchanges on strengthening the co-operation on CM development between the two places, focusing on leveraging CMHHK's role as a "change driver", the GCMTI as a key platform for promoting Chinese medicines standards to go global, and promoting high-end talent cultivation to advance high-quality CM development in the two places.
During its visit to Hong Kong, the delegation also visited CMHHK and the GCMTI to understand the operation of the two flagship institutions.
