China's newly implemented housing loan interest subsidy policy is already showing early signs of stimulating the property market, with first-time homebuyers reaping immediate benefits following its rollout on Thursday.

As the seven-day National Day holiday began, bustling property showrooms were filled with prospective buyers across cities nationwide. In southwest China's Chongqing Municipality, Mei Linxia finalized a home purchase after months of tracking the market.

"We've already checked this house out three times. With the interest subsidy policy starting on October 1, it saves us 21,000 yuan (about 3,132 U.S. dollars), so we decided to buy it right away," said Mei.

In Hangzhou City of east China's Zhejiang Province, local homebuyer Chen Yanping calculated significant savings with the help of a real estate agency.

"It saves us around 50,000 yuan on interest alone, which significantly eases the pressure of monthly mortgage payments," said Chen.

China implemented interest subsidies for housing loans starting Thursday as part of efforts to reduce home-buying costs and better unlock residents' housing demand.

With a tentative one-year implementation period, the fiscal authorities will provide an annualized subsidy of 1 percentage point for eligible first-time homebuyers, according to a notice jointly issued by the Ministry of Finance, the People's Bank of China and the National Financial Regulatory Administration on Tuesday.

This is the first time the central government has offered interest subsidies on commercial housing loans.

This interest subsidy policy targets first-time homebuyers. Each purchased unit must not exceed 120 square meters, and the purchase price must not exceed 1.5 million yuan.

Under this policy, the maximum interest-subsidized loan amount can reach 1 million yuan, and the subsidy period can extend up to five years.

According to estimates, for a long-term 1-million-yuan commercial personal mortgage, the subsidies could help borrowers reduce cumulative interest payments by nearly 50,000 yuan.

By defining housing price, floor area and loan category, the policy aims to precisely benefit target groups and help lower-income families reduce their monthly mortgage burdens, the departments said.

The policy focuses on first-time buyers with essential needs, supporting families in purchasing small and medium-sized, and relatively low-priced homes, according to the departments.

Industry insiders believe interest subsidies can reduce home-buying costs, speed up the destocking of new homes, and ease funding pressure on real estate developers.

"It genuinely helps first-time home-buying families, such as new urban residents, newly employed young college graduates, and urban wage-earning households, to lighten their financial burdens," said Peng Tingting, deputy general manager of retail credit business at the Bank of Communications Zhejiang Branch.

"This demonstrates the extent of the country's ongoing support for the real estate market. The signal sent here is particularly significant, as it marks the first time the central government has committed actual funds to subsidize homebuyers," said Cai Zhen, director of the real estate finance research center of the National Institution for Finance and Development, Chinese Academy of Social Sciences.

"I believe this policy reflects two forms of precision. The first is its targeted approach to small and medium-sized cities, where 1.5 million yuan is enough to buy a home that meets a buyer's expectations. The second is its focus on supporting low- and middle-income groups, and the five-year interest subsidy significantly alleviates their financial burden," Cai added.

Israeli Prime Minister Benjamin Netanyahu has ordered a comprehensive review of security arrangements for foreign civilian flights to Israel, his office said in a statement on Sunday, following last week's attack aboard a Tel Aviv-bound Flydubai aircraft.

Netanyahu instructed National Security Council chief Shmuel Ben-Ezra to appoint an examiner to assess all aspects of aviation security concerning foreign flights to Israel, the office said.

Earlier on Sunday, Israel's Channel 12 reported that a preliminary Israeli investigation found that the co-pilot who attacked the captain of the Flydubai flight acted alone.

Flydubai flight FZ1073 from Dubai to Tel Aviv made an emergency landing in the Saudi city of Tabuk on Wednesday. The United Arab Emirates authorities said the co-pilot attacked the captain with an emergency axe during the flight before passengers and other crew members subdued him.
