Hong Kong Customs detects drug trafficking case involving incoming passenger at airport

Hong Kong Customs detected a drug trafficking case involving a passenger at Hong Kong International Airport today (October 6) and seized about 5.5 kilograms of suspected cocaine and 45 duty-not-paid cigarettes, with a total estimated market value of about $4.1 million. A man was arrested.

A 24-year-old Mainland male passenger arrived in Hong Kong from Manila, the Philippines. During Customs clearance, Customs officers found the batch of suspected cocaine and 45 duty-not-paid cigarettes inside his carry-on baggage. He was subsequently arrested.

An investigation is ongoing.

Customs will continue to step up enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people.

Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.

Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

Under the Dutiable Commodities Ordinance (DCO), cigarettes are dutiable goods to which the DCO applies. Any person who imports, deals with, possesses, sells or buys illicit cigarettes commits an offence. The maximum penalty upon conviction is a fine of $2 million and imprisonment for seven years.

Members of the public may report any suspected drug trafficking activities to Customs' 24-hour hotline 182 8080 or its dedicated crime-reporting email account(crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

Crowd safety management measures and special traffic arrangements for Hong Kong Cyclothon

The Police today (October 6) announced that crowd safety management measures and special traffic arrangements will be implemented in Kowloon and the New Territories this weekend (October 10 and 11) to facilitate the holding of the Hong Kong Cyclothon.

(I) Special Traffic Arrangements

The following roads will be closed to all vehicular traffic, except vehicles with closed road permits issued by the Transport Department, during the specified periods of time.

Kowloon

------------

(1) From noon on October 10 to about 6pm on October 11

(a) Road Closure

- The layby on Mody Road westbound outside Mody Road Garden; and

- The slow lane of Mody Road westbound outside the layby on Mody Road.

(2) From 1am to about 12.30pm on October 11

(a) Road Closure

- West Kowloon Highway southbound between Tsing Kwai Highway and the slip road of Lin Cheung Road.

(b) Traffic Diversion

- Vehicles on Mei Ching Road will be prohibited from entering West Kowloon Highway southbound.

(3) From 1am to about 1.15pm on October 11

(a) Road Closure

- Museum Drive;

- Cultural Drive;

- Nga Cheung Road northbound between Austin Road West and Jordan Road;

- Nga Cheung Road elevated road northbound;

- Nga Cheung Road southbound between Lin Cheung Road and Nga Cheung Road elevated road;

- The slip road from West Kowloon Highway southbound to Central Kowloon Bypass eastbound;

- The slip road from West Kowloon Highway northbound to Jordan Road;

- The second and third lanes of the slip Road from West Kowloon Highway northbound to Yau Ma Tei Interchange;

- The service road of Western Harbour Crossing;

- The second and third traffic lanes of Lin Cheung Road southbound between Yau Ma Tei Ventilation Building and Nga Cheung Road;

- The slip road from Nga Cheung Road elevated road northbound to Western Harbour Crossing;

- Jordan Road flyover eastbound between Hoi Po Road and Lin Cheung Road northbound;

- Jordan Road flyover westbound between Nga Cheung Road elevated road northbound and Hoi Po Road;

- Jordan Road eastbound between Nga Cheung Road southbound and To Wah Road;

- The fast lane of Jordan Road eastbound between To Wah Road and Lin Cheung Road northbound;

- The slip road from Hoi Po Road to Yau Ma Tei Interchange;

- The slip roads from Yau Ma Tei Interchange to Lai Cheung Road eastbound, Central Kowloon Bypass eastbound and Lin Cheung Road southbound; and

- Hoi Po Road.

(b) Traffic Diversion

- Vehicles on Lin Cheung Road southbound will be diverted via Lai Cheung Road, Hoi Wang Road, Jordan Road and Lin Cheung Road for Western Harbour Crossing southbound;

- Vehicles on Western Harbour Crossing northbound will be diverted via Lin Cheung Road northbound, Hoi Fai Road roundabout, Lin Cheung Road southbound for Jordan Road eastbound;

- Vehicles exiting from International Commerce Centre (ICC) will be diverted to turn left onto the elevated section of Nga Cheung Road southbound;

- Vehicles on Jordan Road flyover westbound will be diverted to turn left onto the elevated section of Nga Cheung Road southbound; and

- Vehicles on Austin Road West westbound will be prohibited from turning into Nga Cheung Road northbound.

(4) From 2am to about 1.15pm on October 11

(a) Road Closure

- Central Kowloon Bypass eastbound;

- The slip road from Lai Cheung Road to Central Kowloon Bypass eastbound; and

- The slip roads from Central Kowloon Bypass eastbound to Shing Kai Road, Kai Cheung Road, Kai Fuk Road and Shing Cheong Road.

(b) Traffic Diversion

- Vehicles on Kwai Chung Road southbound heading for Kowloon East will be diverted via Ching Cheung Road, Lung Cheung Road and Kwun Tong Road; and

- Vehicles on Lin Cheung Road southbound heading for Kowloon East will be diverted via Lai Cheung Road, Gascoigne Road flyover, Chatham Road North, East Kowloon Corridor and Kai Tak Tunnel.

(5) From 7am to about 1.15pm on October 11

(a) Road Closure

- Central Kowloon Bypass westbound;

- Slip Roads from Shing Kai Road, Kai Cheung Road, Kai Fuk Road and Shing Cheong Road to Central Kowloon Bypass westbound; and

- Slip Roads from Central Kowloon Bypass westbound to Lin Cheung Road southbound, West Kowloon Highway southbound, Lin Cheung Road northbound and West Kowloon Highway northbound.

(b) Traffic Diversion

- Vehicles from Kowloon Bay heading for West Kowloon or New Territories West will be diverted via Kai Tak Tunnel, East Kowloon Corridor, Chatham Road North, Gascoigne Road flyover and Ferry Street;

- Vehicles on Shing Kai Road westbound heading for West Kowloon or New Territories West will be diverted via To Kwa Wan Road, San Shan Road, East Kowloon Corridor, Chatham Road North, Gascoigne Road flyover and Ferry Street; and

- Vehicles on Shing Cheong Road westbound heading for West Kowloon or New Territories West will be diverted via Shing Cheong Road eastbound, Kai Tak Bridge Road, Shing Fung Road, Shing Kai Road, To Kwa Wan Road, San Shan Road, East Kowloon Corridor, Chatham Road North, Gascoigne Road flyover and Ferry Street.

(6) From 6.30am to about 11am on October 11

(a) Road Closure

- The layby on Hoi Ting Road northbound near West Kowloon Government Offices.

New Territories

(1) From 1am to about 7.15am on October 11

(a) Road Closure

- Upper Deck of Lantau Link Kowloon bound.

(b) Traffic Diversion

- Vehicles from Lantau to Kowloon will be diverted via the Lower Deck of Lantau Link, North West Tsing Yi Interchange, Tsing Yi North Coastal Road, Tsing Tsuen Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road;

- Vehicles from Lantau to Tuen Mun Road or Tai Lam Tunnel will be diverted via the Lower Deck of Lantau Link and Ting Kau Bridge northbound;

- Vehicles from Ma Wan to Kowloon will be diverted via Lantau Link westbound (Kap Shui Mun Bridge), the Lower Deck of Lantau Link, North West Tsing Yi Interchange, Tsing Yi North Coastal Road, Tsing Tsuen Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road; and

- Vehicles from Ma Wan to Tuen Mun Road or Tai Lam Tunnel will be diverted via Lantau Link westbound (Kap Shui Mun Bridge), the Lower Deck of Lantau Link and Ting Kau Bridge northbound.

(c) Other Special Traffic Arrangement

- Temporary speed limit restrictions will be implemented on Penny’s Bay Highway northbound, North Lantau Highway Kowloon bound and Lantau Link Kowloon bound.

(2) From 1am to about 9am on October 11

(a) Road Closure

- Eagle’s Nest Tunnel Sha Tin bound;

- Sha Tin Heights Tunnel Sha Tin bound;

- The slip road leading from Ching Cheung Road eastbound to Tsing Sha Highway northbound;

- Tsing Sha Highway northbound between West Kowloon Highway and the portal of Eagle’s Nest Tunnel Shatin bound; and

- The slip road leading from Lai Po Road northbound to Tsing Sha Highway eastbound.

(b) Traffic Diversion

- Vehicles from West Kowloon to New Territories East via Eagle’s Nest Tunnel will be diverted via Castle Peak Road northbound, Ching Cheung Road eastbound, Lung Cheung Road eastbound and Tai Po Road northbound or Lion Rock Tunnel northbound;

- Vehicles on Ching Cheung Road eastbound to New Territories East will be diverted via Lung Cheung Road eastbound and Tai Po Road northbound or Lion Rock Tunnel northbound;

- Vehicles on West Kowloon Highway northbound to New Territories East will be diverted via Lin Cheung Road northbound, Mei Ching Road westbound, Container Port Road South northbound, Ching Cheung Road eastbound, Lung Cheung Road eastbound and Tai Po Road northbound or Lion Rock Tunnel northbound; and

- Vehicles on Lin Cheung Road northbound to the New Territories East will be diverted via Lai Po Road westbound, Hing Wah Street West westbound, Container Port Road South northbound, Ching Cheung Road eastbound, Lung Cheung Road eastbound and Tai Po Road northbound or Lion Rock Tunnel northbound.

(3) From 1am to about 12.30pm on October 11

(a) Road Closure

- Tsing Kwai Highway southbound, Cheung Tsing Tunnel southbound and Cheung Tsing Highway southbound;

- Ting Kau Bridge southbound;

- The exits from Lantau Link to Cheung Tsing Highway southbound;

- The slip roads leading from Tsing Yi South Bridge, Kwai Chung Road and Tsuen Wan Road to Tsing Kwai Highway southbound;

- Tsing Sha Highway eastbound between Cheung Tsing Tunnel slip road and West Kowloon Highway, Stonecutters Bridge eastbound and Nam Wan Tunnel eastbound;

- The slip road leading from Tsing Yi Hong Wan Road to Stonecutters Bridge eastbound;

- The slip road leading from Container Port Road South to Tsing Sha Highway (Ngong Shuen Chau Viaduct) eastbound;

- The slip road from Mei Ching Road leading to West Kowloon Highway southbound (except for vehicles leaving the Container Port via Roundabout 6 to Mei Ching Road and Tsing Kwai Highway (New Territories bound)); and

- North West Tsing Yi Interchange u-turn slip road leading from Tsing Yi North Coastal Road eastbound to Tsing Yi North Coastal Road westbound.

(b) Traffic Diversion

- Vehicles from Tuen Mun Road or Tai Lam Tunnel to Kowloon will be diverted via Tuen Mun Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road;

- Vehicles in Tsing Yi South to Kowloon will be diverted via Tsing Yi Road, Kwai Tsing Road, Kwai Tsing Interchange, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road; and

- Vehicles in Kwai Chung Container Port to Kowloon will be diverted via Container Port Road South, Hing Wah Street West and Lai Po Road.

The vehicular traffic on both bounds of Western Harbour Crossing and from Kowloon or New Territories East via Route 3 or Route 8 to the Airport, Lantau, Ma Wan and New Territories West will remain normal.

(II) Suspension of Green Minibus Stands, Taxi Stands, Taxi Pick-up/Drop-off Points, the Fleet Taxi Stopping Places, Loading/Unloading Bays and On-street Parking Spaces

All green minibus stands, taxi stands, taxi pick-up/drop-off points, the fleet taxi stopping places, loading/unloading bays and on-street parking spaces within the road closure areas in West Kowloon will be suspended in phases from 1am on October 11 until the re-opening of roads.

(III) Restriction on Vehicular Access To/From Car Parks

Vehicular access to and from car parks within the affected area will not be allowed during the period of respective phases of road closure. Motorists wishing to park their vehicles in these car parks are advised to do so before the road closures and shall prepare to accept that their vehicles cannot leave the car parks until the uplifting of the road closures.

(IV) Access to the West Kowloon Cultural District, the Kowloon Station of the Airport Express Line and the Hong Kong West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong Express Rail Link

(1) Access to the West Kowloon Cultural District

From 1am to about 1.15pm on October 11, all bus stops, green minibus stops, taxi stands, taxi pick-up/drop-off points, the fleet taxi stopping places and car parks will be suspended due to the road closure. All vehicles, except those with closed road permits issued by the Transport Department, will be prohibited from traveling on the closed roads in the West Kowloon Cultural District. The members of public heading for the West Kowloon Cultural District are advised to use public transport services in the vicinity, such as railway services, bus and green minibus services and the “water taxi” service “Central – West Kowloon” route.

(2) Access to the Kowloon Station of the Airport Express Line

From 1am to about 1pm on October 11, access to the Kowloon Station will be diverted via Jordan Road westbound and Nga Cheung Road southbound.

(3) Access to the Hong Kong West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong Express Rail Link

From 1am to about 1.15pm on October 11, access to the Hong Kong West Kowloon Station will be diverted via Jordan Road westbound and Lin Cheung Road. Vehicles from the Western Harbour Crossing heading for the Hong Kong West Kowloon Station will be diverted via Lin Cheung Road northbound, Hoi Fai Road roundabout, Lin Cheung Road southbound Lai Cheung Road, Hoi Wang Road, Jordan Road westbound and Lin Cheung Road.

Any vehicles found illegally parked within the precincts mentioned above will be towed away without prior notice, and may be subject to ticketing.

Members of the public should pay particular attention to the latest special transport arrangements announced by the Transport Department. Actual implementation of traffic arrangements and crowd safety management measures will be made depending on the traffic and crowd conditions in the areas. Members of the public are advised to exercise tolerance and patience, and take heed of instructions of the Police on site.
