Russia and the United States are currently in talks regarding diesel supplies between their energy departments and companies, Russian Deputy Prime Minister Alexander Novak said on Monday.
Novak said that the Russian government had issued a decree allowing diesel exports to global markets, including the United States, in line with an agreement reached during a phone call on Friday between Russian President Vladimir Putin and his U.S. counterpart Donald Trump.
Novak said that Russia's supply of diesel to the global market will help alleviate the difficulties caused by the Strait of Hormuz issue and the decline in global refining capacity.
He estimated that by the end of 2026, Russia will be capable of exporting 3 million to 3.5 million tons of diesel per month to the global market.
In addition, Novak emphasized that exporting diesel will not affect the Russian domestic market.
Previously, Russia had extended its diesel export ban multiple times. On September 30, the Russian government decided to extend the ban on fuel producers directly exporting diesel, marine fuel, and gas oil from Russia until October 31. The export ban on non-producers is valid until January 31, 2027.
