Inter-departmental Working Group on Alternative Uses for Vacated Market Space holds first meeting

The Inter-departmental Working Group on Alternative Uses for Vacated Market Space, led by the Secretary for Environment and Ecology, Mr Tse Chin-wan, held its first meeting today (October 13).

In view of structural changes in the public's grocery shopping habits, the 2026 Policy Address announced that the Secretary for Environment and Ecology would lead an interdepartmental working group to explore alternative uses for vacated market spaces (e.g. community facilities).

At the first meeting, Mr Tse said, "Our policies on public markets must keep pace with the times, while the allocation of premises must also be adjusted flexibly in response to service needs. Markets with persistently low occupancy rates can be consolidated to free up valuable land resources for better alternative uses, adding value to the community and benefiting the public."

To take forward these objectives, the Working Group discussed its overall work plan and was briefed by departments on the current situation of individual markets. Among them, the Quarry Bay Market and Cooked Food Centre has an occupancy rate of only about 40 per cent with no shortage of fresh food retail outlets nearby. Consideration could be given to putting the premises to alternative uses and providing additional public facilities for the convenience of residents. The Working Group agreed that the Food and Environmental Hygiene Department could further consult the District Council and other stakeholders.

The membership of the Working Group is as follows:

Chairperson

--------------

Secretary for Environment and Ecology

Vice-Chairperson

--------------------

Permanent Secretary for Environment and Ecology (Food)

Members

----------

Director of Food and Environmental Hygiene

Director of Home Affairs

Director of Architectural Services

Government Property Administrator

Representatives of other bureaux and departments will attend meetings as necessary.
