Ukrainian President Volodymyr Zelensky said Monday that Ukraine received no pre-warning from Western allies before Russia launched a fresh wave of missile and drone attacks on Sunday night.

According to Zelensky, Russia fired 16 ballistic missiles at Ukrainian capital Kiev and deployed over 200 drones of various types against multiple locations across Ukraine.

He added that on different sectors of the front line, the Starlink and Starshield satellite communication systems intermittently stopped working, disrupting frontline logistics and operation of various drones.

Starshield, developed by U.S.-based SpaceX for government and national security clients, is widely regarded as the militarized version of the company's Starlink system. The Ukrainian military is reported to be heavily reliant on Starshield in the battlefield.

However, U.S. Secretary of State Marco Rubio previously said that Starshield is a U.S. military defense product and that Ukraine has never been granted access to the service.

On Monday, U.S. President Donald Trump said Washington continues to share intelligence with Kiev. He again accused Zelensky of not wanting to end the war, saying the United States has provided massive aid to Ukraine without getting anything in return.

Rubio told media the same day that ending the Russia-Ukraine conflict remains a top priority for the Trump administration, and Washington will keep looking for opportunities to help bring the war to an end.

The United States has been working for nearly two years to end the conflict, Rubio said, adding that Trump remains open to any possibility that could help stop the fighting, though expected progress has yet to be achieved.

China's top economic planner National Development and Reform Commission (NDRC) and other departments on Tuesday jointly released the first batch of landmark major application scenario projects to provide validation spaces for accelerating the scale and commercialization of new technologies, products, and business models.

An application scenario refers to a specific setting for systematically testing the industrial application of new technologies, products and new business forms. It plays a key role in driving the large-scale and commercial adoption of such innovations.

The first batch of 136 projects are categorized in five areas: new fields and new tracks, industrial transformation and upgrading, sector-specific applications, social governance services, and people's livelihood.

Nearly half fall within the scope of strategic emerging industries and future industries as outlined in the 15th Five-Year Plan (2026-2030).

The projects involve the promotion of more than 1,700 new technologies and 1,200 new products, and will advance the formulation of over 2,200 new standards and norms, helping establish a new model in which landmark scenarios drive reform, standards and institutional innovation.

The NDRC said it will push for early results from the first batch, promote the safe and orderly opening of scenario resources, and further advance the building of landmark major application scenarios.

For qualified projects, the NDRC will coordinate various funds to support them and encourage relevant departments to give priority under their respective investment policy tools.

Local governments are expected to roll out supportive measures, including provincial budgetary investment and pre-project cost support for projects on the landmark scenario list.

Where conditions allow, scenario projects may publicly release lists of new technologies, products and business models to be validated to private and small and medium-sized enterprises, so that technology suppliers and demand sides can match faster and major scientific and technological achievements can move toward scaled and industrialized application.
