Health risk category for Air Quality Health Index reached "Serious" level

The Environmental Protection Department (EPD) has recorded higher than normal air pollution levels since this morning (October 21), and the health risk category of the Air Quality Health Index (AQHI) at some air quality monitoring stations has reached the "Serious" level.

Winds are weak over Hong Kong today, which are unfavourable for pollutant dispersion. The intense sunshine enhances photochemical smog activity, leading to the rapid formation of ozone and fine particulates in the Pearl River Delta region. The high ozone level also promotes the formation of nitrogen dioxide.

According to the Hong Kong Observatory, a northeast monsoonis expected to affect the coast of southern China later today. It is expected that air quality will improve by then.

With a health risk category in the "Very High" range or above, children, the elderly and persons with existing heart or respiratory illnesses are advised to reduce physical exertion and outdoor activities to a minimum or avoid such activities. The general public is advised to reduce, or reduce to a minimum, outdoor physical exertion, and to reduce time outdoors, especially in areas with heavy traffic. As health effects of air pollutants may vary for individuals, persons who are in doubt or experience discomfort should seek advice from healthcare professionals. The public may visit the Centre for Health Protection's website (www.chp.gov.hk/en/content/9/460/3557.html) for more information on health effects of air pollution and relevant health advice.

The Education Bureau (EDB) urges all schools to visit the EDB website for appropriate measures to safeguard students' health and take note of changes in the index. The relevant hyperlink is as follows:www.edb.gov.hk/en/sch-admin/admin/about-activities/sch-activities-guidelines/index.html.

When the air quality health risk category is at the "Very High" level, employers of outdoor workers performing heavy manual work are advised to assess the risk of outdoor work and take appropriate preventive measures to protect the health of their employees, such as reducing outdoor physical exertion and the time of their stay outdoors, especially in areas with heavy traffic. At the "Serious" level, employers of all outdoor workers are advised to assess the risk of outdoor work and take appropriate preventive measures to protect the health of their employees.

Members of the public can check the current AQHI readings on the EPD's website (www.aqhi.gov.hk/en.html).

DGCA attends C929 Aircraft Type Certification Meeting in Shanghai

The Director-General of Civil Aviation, Ms Clara Wong, led a Civil Aviation Department (CAD) delegation to attend the Type Certification Meeting for the C929 aircraft, hosted by the Civil Aviation Administration of China (CAAC) in Shanghai today (October 21).

This was the first C929 Aircraft Type Certification Meeting jointly held by the CAAC, CAD and the Civil Aviation Authority of the Macao Special Administrative Region to implement the Cooperation Arrangement on Type Certification of the C929 aircraft signed by the three authorities in April this year.

Compared with C909 and C919 which were designed mainly for short-haul routes, C929 is the first long-range, wide-body, twin-aisle passenger aircraft being developed by China. With a capacity of 290 seats and a range of 12 000 kilometres, C929 can be used for transoceanic and long-haul intercontinental routes.

Ms Wong said that at the invitation of the CAAC, CAD had been actively participating in the C909 and C919 aircraft certification evaluation activities since 2007. CAD was deeply honoured to be invited again by the CAAC to participate in the C929 aircraft certification project. Building upon the successful experience in the type certification projects of the C909 and C919 aircraft, CAD would continue to leverage its professional expertise in airworthiness certification to actively deploy personnel to participate in the type certification activities for the C929 aircraft.

During the meeting, CAD representatives shared experience in aircraft certification from international practice and outlined the subsequent action plan and co-operation arrangement to support the certification working group.

CAD has been supporting the high-quality development of national civil aviation projects on different fronts, and this collaboration will significantly promote the deep integration of Hong Kong's civil aviation industry with the national aviation sector, empowering Hong Kong to fully capitalise on the major development opportunities brought about by the National 15th Five-Year Plan.

Ms Wong will return to Hong Kong today (October 21).
