"Party organizations at all levels and all Party members and officials are the principal body of full and rigorous Party self-governance and a key force in advancing the cause of the Party and the state. At present, the Party has more than 100 million members and more than 5.4 million grassroots Party organizations. This is a powerful strength unmatched by any other political party in the world," said Huang.

Huang emphasized that the crux of strict Party self-governance lies in strict management of the cadre team. The Resolution on Certain Major Issues concerning Persevering with Full and Rigorous Party Self-Governance, he noted, outlines arrangements for building a high-caliber cadre team with firm political conviction, strong capability, fine work style and strict discipline.

Focus areas include upholding the correct orientation in personnel selection, selecting and appointing people in a precise and scientific manner, guiding cadres to establish and practice a correct understanding of political performance, enhancing cadres' ability to undertake work and pursue development, improving the quality of training and selecting outstanding young cadres and strengthening the management and supervision of cadres, he said.

The resolution also combines strict management with sincere care, attaches equal importance to incentives and constraints, and improves mechanisms for incentivizing and protecting cadres' sense of responsibility and ability to act. It further stresses upholding the principle of the Party managing talent lent, deepening reform of the talent development system and mechanism, and cultivating, introducing and making good use of talent in all fields, said Huang.

"We will follow the right approach in selecting and appointing officials, firmly adhere to the principle of the Party supervising officials, implement the standards for good officials in the new era, and vigorously select and appoint officials who are loyal to the Party, consistent in word and deed, accountable and diligent, outstanding in performance, and clean and honest. We will resolutely refrain from using those who shy away from difficulties and responsibilities, are lazy and ineffective, or have a superficial work style, and resolutely remove those who are disloyal to the Party, feign compliance while opposing, and abuse power for personal gain," said Huang, regarding personnel selection.

On building a well-knit organizational system, Huang said the resolution requires advancing Party organization building at all levels and in all fields in a systematic way, strengthening the political and organizational functions of Party organizations, and ensuring that the implementation of the Party's lines, principles and policies and the decisions and arrangements of the CPC Central Committee is coordinated from top to bottom and carried out precisely and efficiently.

Priorities include giving play to the exemplary role of Party organizations in central and state organs, strengthening the functions of local Party committees, advancing grassroots Party organization building in all fields in a coordinated manner, strengthening the Party member team, and improving the linkage mechanisms of Party organizations at all levels, he said.

Regarding Party building in emerging sectors, Huang said "We will focus on Party building in emerging sectors. We will deepen and expand Party organizational and work coverage in new economic organizations, new social organizations and new employment groups, and enhance the Party's appeal, cohesion and influence in emerging sectors."

Huang said that, acting in accordance with the arrangements of the CPC Central Committee, the Organization Department will earnestly implement the Party's organizational line for the new era, build strong organizations and manage the team well, and provide a strong organizational guarantee for building a great country and achieving national rejuvenation.

European Union (EU) member states have pledged to accelerate the release of 42.6 million barrels of strategic oil reserves over the coming months to stabilize the fuel markets, European Commissioner for Energy and Housing Dan Jorgensen said Thursday.

EU energy ministers met in Luxembourg to discuss winter energy security, prices, and measures to shore up diesel supplies.

Speaking to reporters after the meeting, Jorgensen noted that relevant member states reaffirmed their commitment to releasing the 42.6 million barrels, including 20.5 million barrels of diesel, from strategic stockpiles.

Twelve European nations, including Germany, France and Italy, announced in a joint statement that they plan to complete the release by the end of January 2027.

Diesel prices across the EU remain elevated. According to the European Commission's latest Weekly Oil Bulletin, the EU's average retail diesel price stood at around 2.15 euros per liter on Oct. 26, up roughly 35 percent from late February, before the outbreak of the conflict in the Middle East.

In March, members of the International Energy Agency (IEA) agreed to release 400 million barrels of emergency oil stocks in response to supply disruptions caused by the conflict in the Middle East.

Global energy markets remain under pressure amid ongoing tensions in the Middle East. In its October Oil Market Report, the IEA said global diesel markets remained tight, with prolonged disruptions to supplies from the Middle East and Russia contributing to declining inventories, while diesel prices in Europe and other regions remained elevated.
