CPC vows to improve conduct with relentless perseverance

The Communist Party of China (CPC) will work with relentless persistence to improve conduct and tighten discipline to advance full and rigorous Party self-governance, a senior anti-graft official said at a press conference in Beijing on Friday.

With more than 100 million members and the responsibility of governing a country of over 1.4 billion people, the CPC faces an enduring task of identifying and addressing problems within its own ranks.

The task has taken on fresh relevance as the CPC concluded the fifth plenary session of its 20th Central Committee in Beijing on Thursday, adopting a resolution on persevering with full and rigorous Party self-governance.

As Xi Jinping, general secretary of the CPC Central Committee and Chinese President, has pointed out, the CPC's full and rigorous self-governance is a great practice in the Party's self-reform in the new era, and has created a new frontier in its self-reform.

Zhang Fuhai, deputy secretary of the Central Commission for Discipline Inspection of the CPC and deputy head of the National Commission of Supervision, briefed reporters at the press conference on the major measures, achievements and next steps in strengthening the Party conduct since the 18th CPC National Congress in 2012.

Noting the Party conduct dictates the Party's image, decides the level of public support it enjoys and its very existence, Zhang said the CPC Central Committee with Comrade Xi Jinping at its core has formulated and implemented the eight-point decision as a crucial step to establish credibility, enforce strict discipline and improve conduct with a tenacious spirit.

In December 2012, Xi began strengthening Party self-governance by introducing a code of conduct that became known as the eight-point rules.

It established regulations for Party leaders regarding research tours, meetings, documentation, and other official duties, cracking down on lavish banquets, red carpet events, pomp, entourages, unnecessary meetings, and luxury perks that had once been regarded by some as typical symbols of power.

Its implementation has helped curb long-standing malpractices, with effects extending beyond Party and government offices to wider society.

"General Secretary Xi Jinping took the lead and set an example, guiding the whole Party to take solid steps to persistently rectify and crack down on pointless formalities, bureaucratism, hedonism, and extravagance. Problems were tackled one by one, and the work has been carried on year after year, with unprecedented intensity, strict enforcement, and duration. We have curbed some long-standing malpractices and eradicated some deep-seated problems, showing tangible changes to the people and consolidating the Party's long-term ruling foundation," said Zhang.

For the CPC, good Party conduct is the backbone of governance. It ensures close ties with the people and helps the government win the trust of the common masses.

The resolution underlined the need to follow the Party's mass line in the new era, steadfastly implement the central Party leadership's eight-point decision on improving work conduct, put in consistent and sustained efforts to improve conduct, ensure more rigorous discipline enforcement, and make full use of discipline as a guide, restraint, guarantee, and incentive.

"Improving the Party conduct is a task always underway which will never be ended. The Resolution makes specific arrangements and proposes many practical and effective measures in this regard. In upholding the Party's mass line in the new era, it proposes deepening education on the Marxist view of the masses and the Party's mass line, guiding Party members and cadres to become more conscious of the fundamental purpose and their sense of serving the people, solicit public opinion on major decisions concerning people's livelihoods and implement the practices of going into grassroots communities to communicate the Party's lines and policies, carry out research and studies, address people's complaints, and conduct field work, and utilize online platforms to engage with the masses," Zhang said.

The 33rd China Yangling Agricultural Hi-tech Fair concluded in northwest China's Shaanxi Province on Thursday, with the total release of over 1,600 new strains, technologies, products, and models to boost farming efficiency and farmers' incomes.

Under the theme of "A New Future of Agriculture with New Quality Productive Forces," the five-day fair featured nine exhibition zones highlighting agricultural high-tech achievements, international agricultural cooperation, Shaanxi's modern agriculture and promotion of practical agricultural technologies.

One of the standout new achievements unveiled was a fruit-picking robot. Equipped with an interchangeable picker, the machine can harvest a variety of fruits, including grapes and kiwifruit, saving a lot of labor costs.

"We simply press the operation button, and the machine automatically identifies, locates, and picks [fruits]. It can pick grapes at a rate of 1,600 bunches per hour and kiwifruit at a rate of 1,400 units per hour. With auxiliary lights in the front, it can also operate at night," said Liu Qingbin, an exhibitor at the fair.

Another major release was a new kiwifruit seedling strain named Kangzhen No.1. Developed by the Ankang Academy of Agricultural Sciences from wild kiwifruit stock, the strain offers improved disease resistance, higher yields and better fruit quality.

"It features a well-developed root system and grows vary fast. It also has a strong capacity for regeneration and self-healing in case of adverse weather," said Zhang Wenhui, director of the Fruit and Vegetable Research Institute of Ankang Academy of Agricultural Sciences.

A separate new kiwifruit strain from the same academy also drew strong interest from visitors for its distinctive multi-fruit flavor, combining notes of mango, pineapple and apple.

"It's incredibly soft and tastes very sweet. Its flavor is a bit like that of a mango," said a visitor at the fair.

During this year's fair, a total of 51 outcome release events were held to present over 1,600 agricultural sci-tech achievements. Investment projects signed at the event totaled 32.93 billion yuan (about 4.94 billion U.S. dollars), while on-site transactions reached 295 million yuan (about 44.29 million U.S. dollars).
