Strict disciplinary restraint on Party officials means profound care for them, a senior official said at a press conference in Beijing on Friday, the day after the 4-day fifth plenary session of the 20th CPC Central Committee closed.
Full and rigorous Party self-governance and the encouragement of taking responsibility are inherently unified, said Huang Jianfa, deputy head of the Organization Department of the CPC Central Committee, when explaining the Resolution of the Central Committee of the CPC on Certain Major Issues concerning Persevering with Full and Rigorous Party Self-Governance adopted at the session.
The resolution stressed that strict management of officials is the key to full and rigorous Party self-governance, highlighting the necessity of building up the ranks of high-caliber officials with firm political commitment, outstanding professional competence, excellent work conduct, and strict discipline.
Huang emphasized that strengthening Party self-governance is fully consistent with encouraging Party members and officials to take responsibility and demonstrate creativity in their work.
"Full and rigorous Party self-governance and the encouragement of taking responsibilities are inherently unified. Strict disciplinary restraint does not mean stifling everyone's initiative. Instead, it is to foster and clean and righteous political atmosphere within the Party and create a favorable environment in favor of down-to-earth work and enterprising spirit by clarifying direction, establishing rules, encouraging upright style, and strengthening internal safeguards," said Huang.
"In our work, we have deeply felt that strict disciplinary restraint of officials means profound care for them. For officials, strict management is both a tight restraint and a form of protection, which is truly responsible for them. The harsh punishment of corrupt officials is also a kind of inspiration and protection for those good ones. In reality, some Party members and officials do have the problems of doing nothing or inertia in doing things. The reasons for them are complex: some are unwilling to act because of lack of initiative, some refrain from acting for fear of making mistakes, and others are simply incompetent to act effectively. These problems must be treated with the utmost seriousness and addressed with concrete, effective solutions," he said.
