As extreme weather becomes more frequent, electrical safety in Hong Kong’s ageing residential buildings is increasingly important. To strengthen building safety, energy efficiency and power resilience, CLP Power Hong Kong Limited (CLP Power) has allocated HK$3 million from the CLP Community Energy Saving Fund to launch the Community Energy Efficiency and Electrical Safety Enhancement Programme. The programme provides eligible older residential buildings with free inspections and support for upgrading communal electrical facilities, helping create safer, more resilient living environments.

The programme supports non-public housing buildings aged 40 years or above in CLP Power’s supply area in upgrading their communal electrical facilities. CLP Power works with community partners to identify eligible buildings, and applications are submitted by the building’s incorporated owners or property management companies. Registered electrical contractors inspect communal electrical installations in approved buildings and carry out necessary improvement works. These may include the installation or replacement of main switches, electricity meters for communal facilities, energy-efficient communal lighting, earthing systems, and rising mains.

CLP Power Managing Director Mr Joseph Law joined Electrical and Mechanical Services Department Deputy Director/Regulatory Services Mr Arthur Lee and District Officer (Wong Tai Sin) Ms Kimmey Ho, on a visit to Kam On Building in Tsz Wan Shan on 2 November to see how the programme has benefitted residents and strengthened building management.
CLP Power Managing Director Mr Joseph Law said, “Many residents of Hong Kong’s older residential buildings lack the resources and technical knowledge to upgrade communal electrical installations. This can affect electrical safety, energy efficiency and a building’s ability to cope with emergencies such as power disruptions. Through this programme, we hope to help owners better manage these risks and make communal electrical systems safer, more reliable and resilient, creating a safer living environment for residents.”

Kam On Building, a 54-year-old residential building in Tsz Wan Shan, is among the programme’s first beneficiaries. Completed upgrades include a new main switch, energy-efficient communal lighting and an additional rising main.
Incorporated Owners Chairman Mr Chui Bing-kwan said the building had long found it difficult to raise funds for improvement works because of its relatively small number of households. “This programme enabled us to upgrade the building’s communal lighting, saving energy while making access safer and more convenient for residents,” he said. “The completed enhancement works also give the Owners’ Corporation better tools to manage and monitor electricity consumption. The upgrades provide a strong foundation for future improvements to fire service installations and smart safety features, further enhancing the building’s overall safety and resilience.”

Electrical and Mechanical Services Department Deputy Director/Regulatory Services Mr Arthur Lee said, “Enhancing energy efficiency and electrical safety is vital to improving quality of life of the public. As buildings continue to age, the proper maintenance and regular inspection of communal electrical installations become increasingly important to maintain a stable power supply. We are pleased to see the Programme supporting buildings in need. On one hand, it helps aged buildings upgrade facilities such as public lighting systems to improve energy efficiency; on the other hand, it reduces the risk of electrical incidents arising from ageing equipment. The Electrical and Mechanical Services Department has been actively promoting energy conservation and electrical safety awareness through educational campaigns in collaboration with the community. We also encourage owners, owners’ corporations and property management companies to conduct early assessments, regular inspections and maintenance on communal electrical facilities, and work together to provide a more environmentally friendly, safer and more reliable electricity supply environment.”
Ms Kimmey Ho, District Officer (Wong Tai Sin) said, “Proper building management is vital to effective district governance. By bringing together community needs, corporate resources and professional expertise, the Programme assists owners’ corporations and property management companies in improving communal facilities. Beyond enhancing energy efficiency and residential safety, it also encourages residents to actively engage in building management, fostering a stronger sense of community and driving sustainable local development together.”
