China has invited member states of the Shanghai Cooperation Organization (SCO) to work together to build an AI application center, according to a plan unveiled on Thursday at the 2025 China-SCO AI cooperation forum in north China's Tianjin Municipality.
Themed "Intelligence Converges in China, Wisdom Benefits SCO," the forum aims to boost practical AI development and governance cooperation between China and SCO member states.
The China-SCO Member States AI Application Cooperation Center Construction Plan also proposes such goals as talent cultivation, enhanced industrial cooperation, and improved cooperation on the provision of open-source services.
Specifically, the center will work on jointly building high-quality datasets and corpora, promoting the secure and orderly cross-border flow of data, providing public services such as data and model sharing, developing sovereign large AI models and establishing a mutual recognition mechanism for standards.
It will also contribute to jointly creating a green platform to connect supply and demand in the AI industry, systematically designing training programs and strengthening personnel exchanges and study tours.
During the event, Chinese authorities said that China welcomes other SCO member states to participate in joint development of the center.
