Chinese premier calls for greater mutual opening up among markets

Chinese Premier Li Qiang on Tuesday called for greater mutual opening up among markets and for avoiding politicizing and overstretching the concept of security in economic and trade fields.

Li made the statement in holding the "1+10" Dialogue with heads of major international economic organizations in Beijing.

Also attending the meeting were President of the New Development Bank Dilma Rousseff, President of the World Bank Ajay Banga, Managing Director of the International Monetary Fund Kristalina Georgieva, Director-General of the World Trade Organization Ngozi Okonjo-Iweala, Secretary-General of the U.N. Conference on Trade and Development Rebeca Grynspan, Director-General of the International Labour Organization Gilbert F. Houngbo, General Manager of the Bank for International Settlements Pablo Hernandez de Cos, Chair of the Financial Stability Board Andrew Bailey, President of the Asian Infrastructure Investment Bank Jin Liqun, and Deputy Secretary-General of the Organization for Economic Co-operation and Development Frantisek Ruzicka.

Li pointed out that the Global Governance Initiative put forward by President Xi Jinping in September this year offers China's insights and solutions for the international community to jointly address global changes and pressing problems.

The dialogue, with the theme of "Working Together on Global Governance for Shared Development," aims to further build broad consensus, encourage all parties to take coordinated and forceful actions, establish a more just and reasonable global governance system, and promote common development, Li said.

The world economy in 2025 has experienced fluctuations, Li said, emphasizing the imperative need to reform and improve global economic governance and uphold the international economic and trade order. He stressed that openness and cooperation remain the key starting point and an essential pathway for implementing the Global Governance Initiative.

Only through openness and cooperation, the Chinese premier said, can greater room for growth be created, can industrial and supply chains be kept stable and unimpeded, and can technological and industrial upgrading be accelerated.

He also called on countries to bolster international innovation cooperation, and jointly nurture and expand new growth drivers.

Li stressed that China has always been a firm practitioner and promoter of openness and cooperation.

China's economy has forged ahead amid pressures and made new achievements so far this year, Li said, noting that China is confident in and capable of fulfilling the whole year's economic and social development goals and tasks.

China will continue to open its door wider to the outside world, and welcomes more foreign companies to explore the Chinese market, he added.

Li said China is ready to work with all other parties to strengthen a mutually beneficial and win-win international economic and trade framework, promote deeper economic globalization, enhance the authority and effectiveness of multilateral mechanisms, and pool greater strength to advance common development.

China will continue to actively shoulder international responsibilities commensurate with its capabilities, participate constructively in international exchanges and cooperation, provide more public goods, and contribute more to healthy and stable development of the world economy, the Chinese premier said.

The participating heads of international economic organizations said China's economy has maintained steady and solid growth, making a major contribution to global economic expansion over the past year.

China's 15th Five-Year Plan (2026-2030) is highly aligned with international economic and trade growth, and will inject confidence and new momentum into global development, they said.

They noted that China firmly supports multilateralism, supports development of the Global South, and promotes the building of a community with a shared future for humanity, setting an example for the world.

All parties are willing to strengthen communication and cooperation with China in areas such as trade and investment, green development, artificial intelligence, people's livelihoods and employment, financial stability, and sustainable development, jointly safeguarding multilateralism and the free trade system, and promoting global economic development together, they added.

China on Tuesday sent a new communication technology test satellite into space from the Xichang Satellite Launch Center in its southwestern Sichuan Province.

The Shiyan-22 satellite was launched at 23:08 Beijing Time aboard a Long March-3B carrier rocket and entered its planned orbit as scheduled.

The satellite will primarily support services including satellite communication, data transmission, and radio and television broadcasting, as well as conducting relevant technical tests and validations.

This marked the 615th flight mission of China's Long March carrier rocket series.
