Heavy rain batters south China's Guangdong, relief efforts underway

Heavy rain battered multiple parts of south China's Guangdong Province on Sunday, prompting flood-control emergency responses and causing waterlogging in some urban areas.

Shantou City saw heavy flooding on the same day after a torrential downpour. Local authorities have since activated a level three flood control emergency response and issued a level three geological disaster risk warning, along with Shantou's first orange flood alert of the year. Persistent heaby rain also lashed Guangdong's Shanwei City since Saturday, with emergency teams going all out on drainage and relief efforts.

According to meteorological data, between 13:30 and 16:30 on Sunday, the city's average rainfall was 29 millimeters, with the highest reaching 148 millimeters. The downpour has left roads and homes flooded in several towns and neighborhoods.

Rescue and drainage operations are in full swing, with authorities focusing on flooded sections of city streets.

Meanwhile, continuous rains also battered Huilai County in Jieyang City on Sunday, causing severe flooding across large parts of the county and trapping some residents.

The local fire department quickly deployed rescue teams to flooded areas. Using boats, they searched for and evacuated trapped residents. A total of 56 people have been safely relocated.

Lin made the remarks at a daily press briefing following the release of a while paper titled "More Just and Equitable Global Governance: China's Principles, Proposals and Actions" by China's State Council Information Office earlier the same day.

The white paper was published to introduce China's principles, proposals, and actions on global governance, foster broader consensus within the international community, ensure more effective responses to global challenges, and build a more just and equitable global governance system.

"President Xi Jinping put forward the Global Governance Initiative to call for joint efforts of all countries towards building a more just and equitable global governance system. This important initiative responds to countries' common need for improving global governance, enriches the practice of building a community with a shared future for humanity, and opens up a new vista of international political civilization. In a short period of time, the initiative has received welcome and support from nearly 160 countries and international organizations, and over 60 countries have joined the Group of Friends of Global Governance," said Lin.
