Tamara Duisenova, former deputy prime minister of Kazakhstan, has highly commented on China's people-centered performance evaluation system for officials.

Duisenova, also director of the Academy of Political Management of Kazakhstan, made the remarks on the sidelines of the 2026 Think Tank Forum on National Governance in Developing Countries, which was held in Beijing last Friday.

"Kazakhstan's president said that officials should serve the people, not statistical data. In this regard, China's practice resonates with that of Kazakhstan by evaluating officials' performance based on how their work serves people's livelihoods, such as the level of public services and infrastructure development," said Duisenova.

Duisenova noted that Kazakhstan is carrying out reforms aimed at building a more responsive governance system.

"Kazakhstan is also striving to build itself into a country that is good at listening to the voices of the people. In this regard, Kazakhstan's reforms are very similar to China's practices. Feedback from the people is an effective means for the state to supervise the work of various government departments," she said.
