Chinese premier holds talks with Cambodian PM in Beijing

Chinese Premier Li Qiang held talks with Cambodian Prime Minister Hun Manet at the Great Hall of the People in Beijing on Thursday morning.

The Cambodian prime minister is currently on a working visit to China. He will also attend the 2026 World Artificial Intelligence Conference (WAIC) in Shanghai.

Noting that China and Cambodia are good partners for common development and share an unbreakable ironclad friendship, Li said China is willing to work with Cambodia to further advance the in-depth and tangible progress in the "Diamond Hexagon" cooperation framework, the development of the Industrial Development Corridor and the Fish and Rice Corridor, ensure the successful delivery of major infrastructure projects, and continue to expand the scale of bilateral trade.

China supports more competent Chinese enterprises to invest in Cambodia, and will deepen cooperation in emerging sectors including new energy, artificial intelligence, digital economy and advanced manufacturing, to jointly foster and strengthen new growth drivers for development, he added.

Li called for strengthening cooperation in people-to-people and cultural sectors, including education, culture and media. The two sides should also work together to eradicate the breeding grounds for online gambling and telecom fraud to better protect the safety of the people of the two countries, Li said.

Noting that Cambodia and China enjoy a profound traditional friendship, Hun Manet said China is Cambodia's most trusted comprehensive strategic partner and ironclad friend.

Hun Manet said the Cambodian government will firmly abide by the one-China principle.

He added that Cambodia stands ready to work with China to maintain close high-level exchanges, promote exchanges and cooperation in sectors including trade, investment, infrastructure development, new energy, connectivity, and people-to-people and cultural exchanges, and strengthen law enforcement cooperation in combating online gambling and telecom fraud.

Cambodia stands ready to enhance multilateral coordination with China and and deliver more tangible outcomes in building an all-weather community with a shared future in the new era between the two countries, he said.

Twenty-nine countries on Thursday signed an agreement in Shanghai on establishing the World Artificial Intelligence Cooperation Organization (WAICO).

The WAICO will be an independent intergovernmental international organization headquartered in Shanghai, according to the agreement.

Chinese Foreign Minister Wang Yi, who is also a member of the Political Bureau of the Communist Party of China Central Committee, signed the agreement on behalf of the Chinese government.

Representatives from the 29 countries, including Kazakhstan, Laos, Pakistan, Russia and Indonesia, signed the agreement, making their countries the WAICO's founding members. The United Nations Secretary-General Antonio Guterres was among representatives from countries and international organizations present at the signing ceremony.

The organization will uphold the purposes of the UN Charter, be committed to extensive consultation and joint contribution for shared benefit and adhere to a people-centered approach, according to the agreement.

It aims to promote international cooperation and global governance on AI, ensuring that AI is beneficial, safe and fair, thereby promoting its healthy and orderly development to benefit all humanity.
