Coastal province Zhejiang activated a Level III typhoon emergency response from 18:00 Wednesday as Typhoon Dolphin is approaching the East China Sea.
Dolphin, the 13th typhoon of 2026, was located about 1,360 kilometers east of Wenzhou City over the northwestern Pacific Ocean as of 05:00 Thursday, packing maximum wind speeds of 42 meters per second near its center.
Port authorities in Ningbo City have conducted boat-by-boat inspections and reminded owners to check the anchoring status of their fishing boats and the storage of supplies, urging fishermen to take typhoon precautionary measures promptly, so as to thoroughly rectify potential maritime safety hazards.
As of Wednesday morning, all 728 large fishing vessels and 16 small fishing vessels registered in the area have been neatly berthed at designated anchorages.
Meanwhile, all 46 ongoing water-based construction projects in the city have also been suspended.
Local authorities in Wenzhou have stepped up various typhoon prevention and disaster response measures, evacuating tourists from islands, suspending offshore wind power projects, and requiring fishing boats and other vessels to return to port.
On Wednesday morning, at a passenger terminal of the renowned tourist attraction Nanji Island, staff guided tourists to their assigned boats, and the fully loaded passenger vessels departed from the island.
"Today (Aug 5), we arranged four passenger ships and six flights to evacuate more than 1,200 tourists from the island. As of 15:00, all tourists had been evacuated, except for staff who stayed behind," said Cai Jingke, a staff member of the local maritime safety administration.
The Cangnan offshore wind project, developed by China Huaneng Group, activated its typhoon emergency response, suspended all offshore operations, and organized the evacuation of offshore maintenance personnel in batches.
At the Dongsha fishing port, fishing boats taking shelter are berthed neatly, and fishermen have been actively preparing their gear and reinforcing their vessels.
Local fishery law enforcement officers also carefully inspected key risk points such as mooring ropes.
According to the forecast, Dolphin will move westward at a speed of 15 to 20 km per hour, with its intensity remaining stable or slightly strengthening. It will enter the East China Sea on Friday, and gradually approach the coastal areas of east China.
China has a four-tier typhoon emergency response system, with Level I representing the highest level of severity.
