Macao's new five-year plan is an important initiative for the city to advance the cause of "one country, two systems" and better integrate into and serve the country's overall development, said Sam Hou Fai, chief executive of the Macao Special Administrative Region (SAR).
The SAR government unveiled its Third Five-Year Plan for Economic and Social Development on Tuesday, charting the city's course for the next five years.
At a press conference on Tuesday, Sam said that the SAR government is proactively positioning and planning Macao within the broader context of national development and actively implementing the country's 15th Five-Year Plan's relevant arrangements.
"The national 15th Five-Year Plan has set forth new arrangements and requirements for Macao, presenting new and significant opportunities. The Macao SAR government has taken the initiative to position and plan Macao's development within the overall context of the country's progress, and is actively implementing the Macao-related deployments of the national 15th Five-Year Plan. Macao's Third Five-Year Plan is a crucial and innovative measure for the city to deepen the practice of 'one country, two systems' and to integrate into and serve the country's overall development," said Sam.
The plan, consisting of 10 parts and 36 chapters, outlines eight development goals, including the comprehensive implementation of a holistic approach to national security, further enhancement of law-based governance, and substantive new progress in moderate economic diversification.
It also aims to advance high-quality development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, an island district of Zhuhai in south China's Guangdong Province, yield visible results in the integrated development of education, technology and talent, effectively safeguard and further improve residents' well-being, make significant progress in building a beautiful and smart Macao; and enable the city to better integrate into and contribute to the country's overall development.
Sam outlined major tasks for the 2026-2030 period, including efforts to advance appropriate economic diversification through major projects and a government guidance fund, deepen integrated development with Hengqin and advance high-quality development of the cooperation zone, and reinforce Macao's connectivity with both the mainland and the world.
The plan was released following a public consultation conducted from May 20 to June 28, during which the SAR government solicited opinions and suggestions from various sectors of society.
