Results of monthly survey on business situation of small and medium-sized enterprises for September 2026

The Census and Statistics Department (C&SD) released today (October 9) the results of the Monthly Survey on Business Situation of Small and Medium-sized Enterprises (SMEs) for September 2026.

The current diffusion index (DI) on business receipts amongst SMEs decreased from 44.1 in August 2026 in the contractionary zone to 43.7 in September 2026, whereas the one-month’s ahead (i.e. October 2026) outlook DI on business receipts was 47.4. Analysed by sector, the current DIs on business receipts for some surveyed sectors dropped in September 2026 as compared with previous month, particularly for the real estate (from 48.5 to 45.4) and restaurants (from 44.0 to 41.3).

The current DI on new orders for the import and export trades decreased from 44.8 in August 2026 to 44.3 in September 2026, whereas the outlook DI on new orders in one month’s time (i.e. October 2026) was 47.7.

A Government spokesman said that current business sentiment among SMEs eased somewhat in September. The current diffusion index on business receipts for SMEs edged down from the preceding month, while the outlook diffusion index remained relatively stable, with improvement recorded in the import and export trades, retail trade and wholesale trade sectors. Draft Tsuen Wan Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Tsuen Wan Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Tsuen Wan area", a spokesman for the Town Planning Board said today (October 9).

The planning scheme area, covering about 743 hectares, includes Tsuen Wan Valley and its adjoining areas and forms part of the Tsuen Wan New Town. The area extends from Wo Yi Hop Road in the east to Yau Kom Tau in the west.

The approved OZP has incorporated amendments shown on the draft Tsuen Wan OZP No. S/TW/40, which mainly involve (i) rezoning a site at Fu Yung Shan from "Green Belt" ("GB") and "Village Type Development" to "Residential (Group B)9" for a private residential-cum-residential care home for the elderly and public vehicle park development; (ii) rezoning a site in Yau Kom Tau from "GB" and "Government, Institution or Community" ("G/IC") to ""Residential (Group B)10" ("R(B)10") for a private residential development with social welfare facilities; and (iii) rezoning a strip of land to the north of the "R(B)10" zone from "GB" to "G/IC" for rationalising the zoning boundaries.

The Notes and Explanatory Statement of the OZP have been amended to reflect the above amendments. Opportunity is also taken to update the general information of various land use zonings and the planning circumstances, where appropriate.

The approved Tsuen Wan OZP No. S/TW/41 is available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) the Planning Enquiry Counters, (iii) the Tsuen Wan and West Kowloon District Planning Office, (iv) the Tsuen Wan District Office and (v) the Tsuen Wan Rural Committee.

Copies of the approved OZP are available for sale at the Map Publications Centre in North Point. The electronic version of the OZP can be viewed on the Town Planning Board's website (www.tpb.gov.hk).
