A Chinese envoy on Tuesday stressed that the only viable way to settle the Iranian nuclear issue is through political and diplomatic means, calling on all parties to push for an end to the fighting and to facilitate talks between the United States and Iran.
Speaking at a United Nations Security Council briefing on the Iranian nuclear issue, Fu said the root causes of the current situation were the U.S.unilateral withdrawal from the Joint Comprehensive Plan of Action (JCPOA) and its imposition of maximum pressure on Iran. Military strikes by the United States and Israel against Iran's nuclear facilities, he added, were the direct reason the relevant agency has been unable to carry out safeguard and monitoring activities at those sites.
He said that Iran should fulfill its commitment not to develop nuclear weapons, while other parties should respect Iran's right to the peaceful use of nuclear energy and support the agency and Iran in resolving relevant issues through dialogue and cooperation.
"The United States should commit to refraining from the use of force against Iran, ensuring that safeguard and monitoring activities can be carried out effectively in an environment free from the threat of military coercion," Fu said.
Noting that a resumption of hostilities between the United States and Iran would only bring greater catastrophe to the Middle East, Fu said the Security Council must demonstrate reason and resolve to stop military coercion and unilateral military actions, and make unremitting efforts to restore peace and tranquility to the Middle East and Gulf region at an early date.
Fu also said that Security Council Resolution 2231, which endorsed the Iran nuclear deal, expired on October 18, 2025, and the Security Council and the International Atomic Energy Agency should stop reviewing the Iranian nuclear issue.
Individual Council members had ignored these facts and pushed for the Council to hold meetings under a terminated agenda. This approach undermined the authority of Security Council resolutions and hindered the political settlement of the Iranian nuclear issue, he said.
Ahead of the meeting, Russian representative to the UN demanded a procedural vote on the provisional agenda. Fu spoke to register China's opposition to the agenda of the meeting. In the procedural vote, Russia and China voted against the agenda of the meeting.
