Chinese President Xi Jinping and Cambodian Prime Minister Hun Manet agreed in Phnom Penh on Thursday to build an all-weather China-Cambodia community with a shared future for the new era.

The two sides also announced that 2025 would be the China-Cambodia Year of Tourism.

During the talks, Xi said China and Cambodia share an iron-clad friendship that is rooted in a long history, built on a solid political foundation, and propelled by strong internal driving forces.

No matter how much the international environment has changed, the two countries remain at the forefront of building a community with a shared future for mankind, he said.

As changes unseen in a century are unfolding across the world at a faster pace, it is fully in line with the fundamental interests of the two peoples to deepen the building of a China-Cambodia community with a shared future, Xi said.

China will always support Cambodia in following a development path suited to its national conditions, support the Cambodian government in administering state affairs, and support Cambodia in playing a more important role in international and regional affairs, said Xi.

He called for both sides to take the building of an all-weather China-Cambodia community with a shared future for the new era as a starting point, build on the good momentum, and implement the new action plan on building a China-Cambodia community with a shared future.

China and Cambodia should strengthen solidarity and cooperation in accelerating the implementation of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, he said.

The two countries should bring political mutual trust to a higher level, expand mutually beneficial cooperation of higher quality, ensure greater security, have more frequent people-to-people exchanges, and strengthen strategic coordination of higher standard, so as to bring more benefits to the people of China and Cambodia, the president continued.

Xi underlined that the two sides should make the best of the inter-governmental coordination committee mechanism, make good use of the "2+2" strategic dialogue mechanism between foreign ministers and defense ministers of the two countries, strengthen exchanges through channels such as inter-party and legislative bodies, jointly cope with risks and challenges, and safeguard the common interests of both countries.

China stands ready to share opportunities and seek common development with Cambodia, Xi said, calling on the two sides to vigorously promote high-quality Belt and Road cooperation and enrich the China-Cambodia "Diamond Hexagon" cooperation framework to inject new impetus into their respective modernization efforts.

China is encouraging more enterprises to invest in Cambodia and will open up its enormous market to the country and import more high-quality agricultural products from Cambodia, he said.

Xi called on the two peoples to enhance mutual understanding and friendly bonds and jointly contribute to promoting exchanges and mutual learning between the two civilizations.

China will continue with its government scholarship scheme for Cambodia, will support the establishment of a dialogue and exchange mechanism between Chinese and Cambodian youths, and will encourage greater exchanges at the subnational level and between the two countries' media outlets and think tanks, so as to bring the two peoples ever closer, said the president.

Xi stressed that both countries need to take more forceful and effective measures to combat online gambling and telecom fraud to help maintain social stability and the normal exchanges among countries in the region.

Xi said that China and Cambodia are important forces in the Global South and should adhere to the common values of peace, unity and cooperation, oppose unilateral bullying, practice true multilateralism, and firmly oppose bloc confrontation.

He called for strengthening coordination and cooperation within frameworks such as ASEAN and Lancang-Mekong Cooperation, jointly safeguarding hard-won regional peace and development, and contributing to the building of a community with a shared future for mankind.

For his part, Hun Manet said China is Cambodia's most reliable and trustworthy friend, noting Xi's visit will deepen political mutual trust between the two countries and give a strong boost to the building of an all-weather China-Cambodia community with a shared future in the new era.

Hun Manet thanked China for its strong support for Cambodia in developing its economy and safeguarding its independence, noting that Cambodia is committed to the one-China policy and supports China in safeguarding its sovereignty and territorial integrity.

Hun Manet said Cambodia will continue its firm friendship, maintain high-level exchanges, strengthen strategic security cooperation, and deepen the ironclad friendship with China.

Noting that China is Cambodia's largest trading partner and largest source of foreign investment, Hun Manet said his country stands ready to work with China to strengthen cooperation in areas such as the economy and trade, investment, industrial chain, supply chain, agriculture, and infrastructure construction, while jointly fighting online gambling and telecom fraud, and enhancing people-to-people and cultural exchanges.

Hun Manet said Cambodia greatly appreciates China's positive role in international and regional affairs, and expressed his support for the vision of building a community with a shared future for mankind, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, as well as the Belt and Road Initiative proposed by President Xi.

With unilateralism causing turbulence in the world and impacting the multilateral trading system, China is playing a leading role in bringing much-needed stability to the world, Hun Manet said, noting that Cambodia is willing to enhance coordination and cooperation with China to safeguard the common interests of both sides.

After the talks, the two leaders witnessed the exchange of more than 30 bilateral cooperation documents covering cooperation in industrial and supply chains, artificial intelligence, development assistance, customs inspection and quarantine, health, news media and other areas.

The two sides issued a joint statement on building an all-weather China-Cambodia community with a shared future in the new era and implementing the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative.

Cambodian King Norodom Sihamoni hosted a welcome banquet for Xi on Thursday evening.

In the first five months of this year, nearly 4,000 foreign-invested companies increased their investment in China, said Ling Ji, vice minister of commerce at a press conference in Beijing on Monday.

Ling, who is also the deputy China international trade representative, said that the number of foreign-invested companies in China continues to grow. By the end of 2025, the number of such enterprises reached 533,000, representing an average annual growth rate of 4.5 percent compared with the end of 2020.

By the end of 2025, the stock of foreign investment in China had approached four trillion U.S. dollars, he said.

More than 8,000 foreign-invested businesses increased their investment in China in 2025, marking a year-on-year increase of over 10 percent, said Ling.

In terms of foreign investment's contribution to China's economy, since 2020, tax revenue generated by foreign-invested firms has remained at around 2.5 trillion yuan (more than 368.8 billion U.S. dollars) annually, accounting for about one-seventh of the country's total, according to the official.

In terms of employment, foreign-invested companies have provided jobs for an average of more than 30 million people annually over the past five years, he said.

Ling said the country will beef up efforts to build a better business environment to attract more foreign investment going forward.

"At present, China remains the largest recipient of foreign direct investment among developing countries, and continues to be one of the world's major destinations for cross-border investment. Going forward, in line with the arrangements of the 15th Five-Year Plan, we will focus on expanding market access and opening up in the services sector. By stabilizing the existing stock of foreign investment, expanding its scale, and improving its quality, we will steadily expand opening-up, foster a more favorable business environment for international investors, and further consolidate the foundation for attracting foreign investment," he said.
