The National Development and Reform Commission (NDRC), China's top economic planner, released a report on developing the country's business environment on Wednesday, showcasing the progress and achievements in various areas of China's business environment in 2024.
The China Business Environment Development Report (2025) has five sections: market access, guarantee for production factors, business environment, dispute resolution, and market exit system, covering various areas including removing barriers to market entry, ensuring business entities' access to production factors such as funds and data, deepening fair competition governance and enhancing litigation services. China has accelerated the construction of its market access system, according to the report, noting that by the end of 2024, the country's negative list for market access has undergone three revisions, reducing the number of listed items to 117.
Meanwhile, restrictions on foreign investment access have been reasonably reduced. Last year, the number of newly established foreign-invested companies reached 59,080, marking a 9.9 percent increase year on year, the report said.
In addition, rigorous constraints on fair competition reviews continue to strengthen. Nationally, a total of 7,312 policies and measures have been modified and adjusted, facilitating the smoother flow of commodity and resource elements on a broader scale and creating a more equitable and dynamic market environment.
