Chinese President Xi Jinping, at a key conference held in Beijing from Monday to Tuesday, laid out the priority tasks for urban work across China in a future period of time.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the statement in delivering an important speech at the Central Urban Work Conference, which was also attended by members of the Standing Committee of the Political Bureau of the CPC Central Committee Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang and Li Xi.
At the conference, Xi summarized the major achievements of China in urban development since the start of the new era, analyzed the current situation facing urban work, and laid out the priority task for urban work.
The conference urged efforts to improve modern urban system by enhancing cities' comprehensive carrying capacity for population and socioeconomic development.
Measures should be taken to develop cluster-based and network-based modern urban agglomerations and metropolitan areas, accelerate urbanization with a focus on county seats on a categorized basis, and grant permanent urban residency to people moving to cities from rural areas, according to the conference.
It stressed the necessity to promote coordinated development among cities of different sizes and small towns, and foster integrated urban-rural development.
The conference called for efforts to build dynamic and innovative cities by cultivating ecosystem for innovation, and advancing high-quality urban renewal projects, in order to fully harness cities' pivotal role in fostering domestic and international circulations.
The conference stressed the need to build livable cities that offer comfort and convenience.
Measures should be taken to optimize urban spatial structures through integrated planning for population, industries, urban development and transportation, foster a new development model for real estate, redevelop urban villages, renovate old and dilapidated houses, and develop consumer services, the conference said.
The conference stressed the need to build beautiful, green and low-carbon cities.
More effective measures should be adopted to address urban air pollution, protect drinking water sources, and control new pollutants, and concerted efforts should be made to reduce pollution, cut carbon emissions, and pursue green development, it said.
The conference urged efforts to build safe and resilient cities.
It is necessary to accelerate the renovation and upgrading of old pipelines, ensure housing safety, strengthen natural disaster prevention and control in urban areas, and safeguard public security, according to the meeting.
The conference called for measures to build cities of civility that uphold virtues and good behaviors.
Measures should be taken to improve the historical and cultural heritage protection and preservation system, and enhance urban cultural soft power, it said.
The conference stressed the importance to build smart cities that are convenient and efficient.
Efforts should be made to innovate concepts, models and methods in urban management, leverage mechanisms such as public service hotlines to efficiently resolve the pressing issues that concern the people most, according to the conference.
