Minister on housing conditions, living environment improvement in past 5 years

China's housing conditions and living environment have been further improved during the 14th Five-Year Plan period (2021-2025), Minister of Housing and Urban-Rural Development Ni Hong said at a press conference in Beijing on Saturday.

Over the past five years, the Chinese government has adjusted and optimized policies timely regarding changes in the supply-demand relationship in the real estate market, taking concrete steps to complete and deliver presold houses, said the minister.

While accelerating the construction of a new model for real estate development, efforts have been made to increase the supply of government-subsidized housing, renovate urban villages and dilapidated houses, actively give play to the role of housing provident funds, and systematically advance the building of quality homes that are safe, comfortable, eco-friendly, and smart, so as to continuously meet people's basic housing needs and their different demands for better housing, said Ni.

"During the 14th Five-Year Plan period, approximately 5 billion square meters of floor space of newly-built commercial residential buildings were cumulatively sold, with more than 11 million units of government-subsidized housing and resettlement housing for urban villages and dilapidated houses built or provided, benefiting over 30 million people," said Ni.

Cities across the country have made every effort to ensure stable supply of water, gas and heating, carry out comprehensive urban environment examinations, vigorously implement urban renewal, advance the construction of high-quality houses, neighborhoods, communities and urban districts with overall planning, while strengthening the protection and inheritance of historical and cultural heritage, and continuously improving the efficiency of urban governance, said the minister.

During the 2021-2025 period, over 240,000 old urban residential areas across the country were renovated, benefiting more than 40 million households and over 110 million people, with 129,000 elevators, 3.4 million parking spaces, and 64,000 new community service facilities for elderly care and child care added, said Ni.

"A total of 840,000 kilometers of underground pipelines for water supply, gas supply and heating have been updated and renovated. Over 18,000 pocket parks and 25,000 kilometers of urban greenways have been constructed, improving people's livelihood from small aspects," he said.

China's outstanding aggregate social financing -- the total amount of financing to the real economy -- reached 442.12 trillion yuan (about 63.4 trillion U.S. dollars) as of the end of 2025, up 8.3 percent year on year, central bank data showed on Thursday.

The country's aggregate social financing stood at 35.6 trillion yuan (about 5.1 trillion U.S. dollars) in 2025, up by 3.34 trillion yuan (about 479 billion U.S. dollars) from the year 2024, said the People's Bank of China (PBOC), the country's central bank.

According to the data, the M2, a broad measure of money supply that covers cash in circulation and all deposits, increased 8.5 percent year on year to 340.29 trillion yuan (about 48.8 trillion U.S. dollars) as of the end of December.

In addition, outstanding yuan loans stood at 271.91 trillion yuan (about 39 trillion U.S. dollars) at the end of 2025, up 6.4 percent year on year.
