China's express delivery industry sees record growth in 2025

Official data released Thursday showed China's postal and express delivery industry achieved historic highs in both business volume and revenue in 2025.

According to the latest figures from the State Post Bureau, in 2025, the total parcel volume handled by the sector reached 216.51 billion, marking an 11.8 percent increase year on year.

The annual business revenue, excluding direct revenue from Postal Savings Bank of China, totaled 1.8 trillion yuan (around 258.47 billion U.S. dollars), a rise of 6.1 percent year on year. Both figures represent historic highs.

In December alone, the industry handled 19.77 billion parcels, a year-on-year increase of 1.8 percent, generating business revenue of 163 billion yuan (around 23.41 billion U.S. dollars), up 0.6 percent from the same period last year.

The sector maintained steady growth, supported by year-end e-commerce promotions.

To adapt to the new promotion model characterized by "longer cycles and multiple peaks," express delivery companies optimized resource allocation and transportation network planning, effectively meeting the online consumption demand.

Leveraging their extensive network coverage and digital services, these companies enhanced coordination between delivery networks and the high-speed rail network, expanding the reach of express rail delivery services.

Furthermore, by setting up collection points at the source for fresh produce and utilizing multimodal transport combining high-speed rail, air freight, and refrigerated road transport, as well as adding more cargo flights, they addressed challenges in transporting and preserving agricultural products.

"The express delivery sector has been actively driving deeper integration between technology and services, while expanding network coverage, refining service offerings, and enhancing both quality and efficiency. Its strategic and foundational role in facilitating economic circulation, supporting the expansion of domestic demand, and improving public welfare has become increasingly evident. In 2026, with continued progress in consumption-stimulating initiatives, the industry is poised to sustain steady and forward-moving growth, and realize tangible quality enhancements alongside measured quantitative expansion," said Liu Jiang, director of the strategic planning research department at the Development and Research Center of the State Post Bureau.

Chinese authorities are set to open duty-free shops each at 41 listed ports of entry to the country, including airports, sea ports and land border crossings, aiming to facilitate tax-free shopping for inbound travelers.

Five government departments, including the Ministry of Finance, made the announcement on Wednesday. They defined port-of-entry duty-free shops as stores located within the restricted zones of airports, sea ports or land border crossings. Spread across the country, these stores will only offer duty-free goods to inbound international passengers.

Analysts say the move will boost consumption and promote the sustained growth of the duty-free retail sector.

Beyond China's natural scenery and cultural appeal, shopping in the country is becoming an increasingly integral part of international tourists' travel itineraries. China has also been expanding its visa-free entry policies and refining tax-refund-upon-departure services for international tourists in recent years.
