Government Announces Key Senior Appointments in Hong Kong Administration and Recognizes Retirements of Long-Serving Officials

Government announces senior appointments

The Government announced today (February 11) the following senior appointments:

(a) Ms Maggie Wong Siu-chu, Permanent Secretary for Commerce and Economic Development, will take up the post of Permanent Secretary for Constitutional and Mainland Affairs on February 12, 2026, to succeed Ms Gracie Foo Siu-wai who has proceeded on pre-retirement leave;

(b) Mrs Apollonia Liu Lee Ho-kei, Director of Information Services, will take up the post of Permanent Secretary for Security on March 30, 2026; and

(c) Mr Tony Wong Chi-kwong, former Commissioner for Digital Policy, proceeded on pre-retirement leave from February 2, 2026. Mr Daniel Cheung Yee-wai, Deputy Commissioner for Digital Policy (Digital Infrastructure), is currently acting as Commissioner for Digital Policy.

Commenting on the appointments of Ms Wong and Mrs Liu, the Secretary for the Civil Service, Mrs Ingrid Yeung, said, "The appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism in their new posts."

Turning to the retirement of two senior officials, Mrs Yeung thanked them for each rendering over 30 years of loyal and dedicated service to the community and making significant contributions to the Government. She wished them a fulfilling and happy retirement.

Mrs Yeung said, "During her tenure as Permanent Secretary for Constitutional and Mainland Affairs, Ms Foo oversaw the operation of offices on the Mainland, enhancing closer and mutually beneficial regional co-operation with the Mainland. She also made sterling efforts to promote national and patriotic education as well as formulate and co-ordinate the overall policies of the Hong Kong Special Administrative Region (HKSAR)'s participation in national development strategies, including the implementation of the country's 14th Five-Year Plan for National Economic and Social Development in Hong Kong."

Turning to Mr Wong, Mrs Yeung said, "As the Commissioner for Digital Policy, Mr Wong led the Digital Policy Office to spearhead digital transformation, launched the first-ever Hong Kong Cybersecurity Attack and Defence Drill, and made valuable contributions to the deployment of reliable and secure mission - critical information technology systems for both the 2025 Legislative Council General Election as well as the 15th National Games, the 12th National Games for Persons with Disabilities and the 9th National Special Olympic Games."

Ms Gracie Foo Siu-wai

Ms Foo joined the Administrative Service in July 1987 and rose to the rank of Administrative Officer Staff Grade A1 in April 2024. She has served in various bureaux and departments, including the former City and New Territories Administration, the former General Duties Branch, the former Civil Service Branch, the former New Airport Projects Co-ordination Office, the Hong Kong Economic and Trade Office in Toronto, the former Finance Branch, the former Information Technology and Broadcasting Bureau, the former Office of the Telecommunications Authority, Radio Television Hong Kong, the Development Bureau and the former Home Affairs Bureau. She was Director, Office of the Government of the HKSAR in Beijing from January 2015 to January 2019, Director of Administration and Development of the Department of Justice from April 2019 to July 2022, and served as Permanent Secretary for Constitutional and Mainland Affairs from July 2022 to July 2025.

Mr Wong was appointed as the Government Chief Information Officer on May 15, 2023, and assumed the position of the Commissioner for Digital Policy from July 25, 2024, upon the official establishment of the Digital Policy Office. He joined the Government as an Analyst/Programmer II in August 1988, and rose to the ranks of Chief Systems Manager in October 2009, Assistant Director of Information Technology Services in August 2016 and Deputy Director of Information Technology Services in February 2021.

She has served in various bureaux and departments, including the former Chief Secretary's Office, the former Home Affairs Branch, the former Education and Manpower Bureau, the Chief Secretary for Administration's Office, the Civil Service Bureau, the Security Bureau and the Chief Executive's Office. She was Deputy Secretary for Commerce and Economic Development (Commerce and Industry) (later renamed Deputy Secretary for Commerce and Economic Development) from May 2021 to July 2022, Director-General of Trade and Industry from August 2022 to August 2024 and has been serving as Permanent Secretary for Commerce and Economic Development since August 2024.

She has served in various bureaux and departments, including the former Constitutional Affairs Branch, the Transport Department, the former City and New Territories Administration (later reorganised as the Home Affairs Department), the former Central Policy Unit, the Chief Secretary for Administration's Office, the Civil Service Bureau, the Security Bureau and the former Transport and Housing Bureau. She was Deputy Director of Administration and Development of the Department of Justice from September 2011 to December 2018, Deputy Secretary for Security from December 2018 to May 2024 and has been serving as the Director of Information Services since May 2024.

Disciplined and auxiliary services to hold open days to promote National Security Education Day

To echo the National Security Education Day on April 15, the Security Bureau's eight disciplined services and auxiliary services will hold open days in such places as their training schools, a museum, headquarters, divisional premises or relevant venue on different weekends from late March to mid-April to deepen the public's understanding of the services as well as their work and achievements in safeguarding national security. Starting from tomorrow (March 17), members of the public can register for free admission tickets via the relevant disciplined services' websites. Admission tickets are not required for the open days of the Hong Kong Police Force, the Civil Aid Service and the Auxiliary Medical Service.

The Kai Tak Division of the Government Flying Service will be opened on March 29; the Hong Kong Correctional Services Museum and Community Education Experience Centre, and the Civil Aid Service Headquarters will be opened to the public on April 11; the "Little Grape"-themed park, located at Harcourt Garden in Admiralty adjacent to the Police Headquarters in Wan Chai and the Fire and Ambulance Services Academy, April 12; the Immigration Service Institute of Training and Development and the Hong Kong Customs College, April 18; while the Auxiliary Medical Service Headquarters, April 19.

Various activities will be organised by the services on the open days, including flag raising ceremonies, Chinese-style foot drills, rescue demonstrations, virtual reality training system demonstrations, flight simulator experiences, displays of firearms and equipment, working dogs' demonstrations and game booths. These activities will help members of the public to learn more about the services' responsibilities in preventing and defending against national security risks and raise public awareness of national security, and create a favourable atmosphere in safeguarding national security and law-abidingness of their own accord.

Members of the public are welcome to visit the websites of the relevant services for more information on the open days, and register to obtain tickets. Successful applicants will receive notifications from the organisers.
