The Chinese People's Political Consultative Conference (CPPCC) National Committee, China's top political advisory body, made new strides in performing its duties over the past year, said Wang Huning, chairman of the CPPCC National Committee, in Beijing on Wednesday.

On behalf of the Standing Committee of the 14th CPPCC National Committee, Wang delivered a work report for deliberation at the opening meeting of the fourth session of 14th CPPCC National Committee, which began at 15:00 Wednesday at the Great Hall of the People.

"The year 2025 is of great significance in the course of Chinese modernization. Facing the complex international situation and the challenging tasks of advancing reform and development and ensuring stability at home, the Communist Party of China (CPC) Central Committee with Comrade Xi Jinping at its core united the entire Party and the Chinese people of all ethnic groups and led them in meeting difficulties head-on, keeping in mind both domestic and international imperatives and achieving the main goals for economic and social development throughout the year. Despite mounting economic pressures, China has pushed forward with innovation-led and high-quality development. New quality productive forces were developing steadily, new steps were taken in reform and opening-up, people's wellbeing was further ensured, and social stability was maintained," said Wang.

"The implementation of the 14th Five-Year Plan was successfully concluded, with our economic strength, scientific and technological abilities, defense capabilities, and composite national strength all reaching new heights. New and solid steps were taken towards Chinese modernization. The fourth plenary session of the 20th CPC Central Committee was successfully held, drawing the development blueprint for the 15th Five-Year Plan period (2026-2030). We held a grand commemoration of the 80th anniversary of the victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War, which greatly lifted the national spirit, inspired a strong sense of patriotism among our people, and further pooled strength for our country's collective endeavors," he said.

The CPPCC National Committee and its Standing Committee gave full play to its role as a specialized consultative body, making new strides in all areas of its work, Wang said.

"Over the past year, the CPPCC National Committee held a total of 98 activities of consultation and political discussion. It received 5,992 proposals, of which 5,061 were accepted for processing. The response rate for the accepted proposals stood at 99.9 percent," he said.

Wang said the CPPCC National Committee made efforts in four aspects over the past year to fulfill duties in a better way.

First, it adhered to the CPC's comprehensive leadership and the CPC Central Committee's united leadership over the political advisory body.

Second, it studied and implemented the guiding principles of the fourth plenary session of the 20th CPC Central Committee and focused on offering suggestions for outlining the 15th Five-year Plan.

Third, it gave full play to the basic role of special committees and the unique role of sectors to make the specialized consultative body more effective.

Fourth, it studied and implemented the CPC's self-governance guidelines to create a clean and enterprising atmosphere.

In the report, Wang highlighted the progress made by the Standing Committee of the CPPCC National Committee over the past year in six aspects.

First, it deepened the study of Xi Jinping Thought on Socialism with Chinese Characters for a New Era and united thoughts, will and actions with new theories.

Second, it focused on making suggestions for Chinese modernization to better serve the decision making and implementing in a scientific and effective way.

Third, efforts were made to uphold reform and innovation in regular work and to introduce more standardized institutional procedures in the performance of duties.

Fourth, it strove to achieve great unity and solidarity and promoted harmonious relations between political parties, between ethnic groups, between religions, between social groups and between Chinese people at home and overseas.

Fifth, progress was made to deepen friendly exchanges with other countries and serve the Party and the country's work relating to foreign affairs.

Sixth, the Standing Committee strengthened the Party building within the CPPCC and promoted its own development.

The fourth session of the 14th CPPCC National Committee will conclude on March 11.

China's 15th Five-Year Plan proposal sends a strong signal of the country's commitment to upholding openness and cooperation, which will promote further development for the country and the world, said officials and scholars around the world.

The draft 15th Five-Year Plan, the blueprint that will guide the world's second-largest economy from 2026 to 2030, is central to steer China to move toward modernization amid technological disruption, demographic shifts and an increasingly fractured global order, according to the scholars.

"China's 15th Five-Year Plan is not a rigid model; it is more like benchmarks for growth targets and focal points. Chinese economists and economic decision-makers are not just focusing on qualitative growth, but also on innovative development. We're witnessing new transportation methods, robotics and artificial intelligence," said Andrey Denisov, first deputy chair of Russia's Federation Council Committee on Foreign Affairs and former Russian Ambassador to China.

"The 15th Five-Year Plan is of great importance to China's development. The country is poised to make remarkable advancements in various sectors, including artificial intelligence, high-end manufacturing and infrastructure construction. Given the shifting global context and China's transition towards high-quality development, I am confident that this plan will herald a new era for China's development," said Kamel Mansari, news director of the French-language daily Le Jeune Independent.

Scholars also noted that China's commitment to high-quality development and high-level opening-up will promote win-win results and benefit the world.

"China has emerged as a key partner for most countries worldwide, and a preferred partner due to its closeness and integration with global communities, as well as its strong humanitarian perspective. The Chinese economy has not only benefited itself; it has helped many economies worldwide flourish through its partnerships," said Dirgham Muhammad Ali, an Iraqi economic expert.

China's National People's Congress (NPC) is scheduled to open in Beijing on Wednesday, with lawmakers set to approve the 15th Five-Year Plan.
