The 14th National People's Congress (NPC), China's top legislature, held the second plenary meeting of its fourth annual session in Beijing on Monday, to hear and deliberate on the work reports of the NPC Standing Committee, the Supreme People's Court and the Supreme People's Procuratorate.

Noting the year 2025 was truly remarkable, Zhao said the NPC Standing Committee has over the past year focused on refining the system of socialist rule of law with Chinese characteristics and building China into a socialist country under the rule of law to a higher standard.
To advance Chinese modernization, the NPC Standing Committee has fulfilled its duties and responsibilities in accordance with law and achieved fresh progress and results in all aspects of work, Zhao said.
In 2025, the NPC Standing Committee strengthened the implementation of the Constitution and enhanced compliance oversight, ensuring the unity of the rule of law, the report said.
Lawmakers held two rounds of deliberation on a draft law on promoting ethnic unity and progress and have submitted it to this session for deliberation to lay a solid legal foundation for forging a stronger sense of community for the Chinese nation.
They decided to designate October 25 as the Taiwan Restoration Day to strengthen the shared national historical memories of compatriots on both sides of the Taiwan Strait.
The NPC Standing Committee served and supported reform and development through high-quality legislation in the past year, according to the report.
In the past year, the national legislature deliberated 40 draft laws, sets of legal interpretations, and decisions and adopted 24 of them, including six new laws, 14 revised laws, one set of legal interpretations, and three decisions on legal matters and other significant issues.
The top legislature exercised its oversight responsibilities. It heard and deliberated on 22 work reports, conducted inspections over implementation of five laws, held two special inquiries, undertook 11 research projects, and adopted one resolution last year.
The report also unveiled the work plan of the top legislature for 2026. The NPC Standing Committee will promote the comprehensive implementation of the Constitution and improve the socialist legal system with Chinese characteristics.
It will advance the formulation of a state-owned assets law, as part of efforts to develop a high-standard socialist market economy, according to the report.
To accelerate the development of a financially strong nation, the NPC Standing Committee will advance the formulation of laws on finance and financial stability, the report said.
To advance national anti-corruption legislation, the top legislature will make a law on combating cross-border corruption, and advance the formulation of a law on Antarctic activities and environmental protection.
The NPC Standing Committee will strengthen research on legislation in artificial intelligence and other sectors.
The top legislature also vowed to enhance the targeting and effectiveness of oversight, support deputies in the lawful performance of their duties, and pursue vigorous international engagement, among others.
Noting the year 2026 marks the commencement of the 15th Five-Year Plan (2026-2030) for national socioeconomic development, Zhao urged steady progress in pursuing high-quality development in the NPC's work to contribute the NPC's share to a strong start for the new five-year plan.
"Let us unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, maintain firm confidence, build on our momentum, and forge ahead with determination to create new horizons in Chinese modernization," Zhao said.
Zhang Jun, president of the Supreme People's Court, delivered a work report of the top court at the meeting.
Chinese courts at all levels accepted over 37 million cases and concluded over 36 million of them in 2025, up 10.8 percent and 8.9 percent, respectively from the previous year, he said.
Ying Yong, procurator-general of the Supreme People's Procuratorate, delivered a work report of the top procuratorate at the meeting.
The procuratorial organs at all levels in China handled more than 3.46 million cases in 2025, with the top procuratorate processing 8,151.
A report of the NPC Standing Committee on the work of the overhaul of existing laws and the proposed handling of certain laws and decisions was submitted for deliberation at the meeting.
