Fujian Province in east China raised its flood control emergency response to Level III at 10:30 Monday, while maintaining a Level IV typhoon response, as Typhoon Gaenari and the monsoon trough brought torrential rain to coastal and southern areas.
Gaenari, the 20th typhoon of the year, made landfall in Fujian's Quanzhou City at 12:30 in the day, with maximum winds of 18 meters per second near its center, according to the Fujian Provincial Meteorological Bureau.
Rainfall of 60 to 130 mm is forecast for coastal and southern areas within 24 hours, with some locations receiving up to 250 mm and hourly intensity reaching 90 mm.
China uses a four-tier emergency response system for disasters and weather events, where Level I is the most severe and Level IV is the least severe.
