China has decided to strengthen export control on dual-use items to Japan, effective Tuesday, the Ministry of Commerce announced on the same day.

The country prohibits the export of all dual-use items to Japanese military users, for Japan's military use, and for any other end-users and end-use purposes that help enhance Japan's military capabilities. This decision is in accordance with the relevant provisions of laws and regulations, including the Export Control Law of China and China's Regulation on the Export Control of Dual-Use Items, the ministry said.

Japanese leader recently made erroneous remarks regarding China's Taiwan region, hinting at the possibility of military intervention in the Taiwan Strait. Such comments interfered in China's internal affairs, seriously violated the one-China principle and are extremely egregious in nature and impact, according to the ministry.

The decision was made to safeguard national security and interests and fulfill international obligations such as non-proliferation, it said.

Any organization or individual in any country or region that violates the above regulations by transferring or providing relevant dual-use items originating from China to organizations or individuals in Japan will be held legally accountable according to the law, the ministry said.

Dual-use items are goods, technologies or services that could be used for either civil purposes or military purposes, or to contribute to an increase in military potential, especially in the design, development, production or use of weapons of mass destruction and their means of delivery

Chinese Premier Li Qiang on Thursday presided over a State Council executive meeting that studied work on building a unified national market and reviewed and approved a plan for the development of a modern emergency response system during the 15th Five-Year Plan period (2026-2030).

Noting that building a unified national market is essential to advancing high-quality development, the meeting called for deepening institutional frameworks in areas such as property rights protection, market access, fair competition, social credit and market exit mechanisms.

The meeting also urged efforts to advance high-standard connectivity of market infrastructure to facilitate smooth economic circulation and effectively reduce logistics costs across society.

Emergency management is critical to protecting people's lives and property, the meeting said. It called for accelerating the development of a modern emergency response system, deepening reform and innovation in emergency management, and improving coordinated response mechanisms.

Efforts should be made to strengthen risk prevention at the source, enhance monitoring, forecasting and early warning, and accelerate a shift in governance toward proactive prevention, according to the meeting.

A draft revision of the Law on the People's Bank of China was also discussed and approved in principle at the meeting, which decided to submit the draft to the Standing Committee of the National People's Congress for deliberation.
