Xi proposes initiatives on "greater BRICS" cooperation

Chinese President Xi Jinping on Sunday proposed five initiatives on "greater BRICS" cooperation in areas of AI, trade and investment facilitation, digital industry, smart manufacturing, and talent development.

Xi made the proposals when attending the second day of BRICS summit in New Delhi.

First, the open source and inclusive AI initiative. China will be a pioneer in establishing a BRICS AI open source community, support the cooperation in developing and applying large language models, and hold specialized AI seminars and training courses to build an open ecosystem for AI.

Second, the trade and investment facilitation initiative. China proposes to establish a BRICS special economic zone partnership, under which countries can set up an intelligent portal, coordinate policies, and build a new frontier for open development. In an effort to cultivate new drivers of economic and trade cooperation, China will hold the BRICS Forum on Trade in Services next year.

Third, the digital industry cooperation initiative. China will push for establishing a BRICS digital ecosystem cloud platform, and conduct digital skills training, technological exchange and industrial alignment, so as to jointly enable the development of the digital economy.

Fourth, the intelligent manufacturing cooperation initiative. China stands ready to assist fellow BRICS countries in building smart factories and developing standards and norms, and jointly promote manufacturing transformation and upgrading.

Fifth, the science and technology talent development initiative. China proposes to set up a BRICS engineer cultivation alliance for joint development of engineers and mutual recognition of competency standards. China will launch a BRICS youth exchange program for scientific and technological innovation, so as to cultivate more high-caliber talent.

Xi stressed that "greater BRICS" must make greater impacts, achieve greater development, and lay a solid foundation for practical cooperation.

"Greater BRICS" should leverage strengths in being rooted in emerging markets and connected with the Global South, uphold openness and cooperation for mutual benefit and win-win outcomes, keep industrial and supply chains stable and unimpeded, and foster integrated markets, Xi said.

He noted that "greater BRICS" should build innovation incubators, upgrade traditional industries, develop emerging industries, and make forward-looking plans for future industries.

A newly released Chinese documentary provides a rare glimpse into the country's crackdown on cross-border telecom scam networks in northern Myanmar, highlighting the pivotal role of technological countermeasures in the campaign.

Titled "The Demise of Telecom Fraud in Northern Myanmar," the three-part documentary was jointly produced by the Chinese Ministry of Public Security and China Media Group, and was aired on CCTV nationwide on Monday. It reveals the brutal conditions inside telecom fraud compounds in northern Myanmar, where scams mainly targeted Chinese citizens.

The documentary unveils the covert methods used by fraud gangs, such as stealing China's communication signals to make their scams highly deceptive.

"For example, they secretly ran wireless bridges, cables and fiber optics to pull domestic network signals into Muse (town in Myanmar) for remote use, allowing them to pose as users inside China and carry out fraud," said Zhang Zheng, a second-level inspector at the Cybersecurity Administration Bureau of the Ministry of Industry and Information Technology.

According to the documentary, expert teams from the Ministry of Industry and Information Technology worked with public security authorities to conduct a sweeping inspection for illegal equipment in key areas.

In just three months, they shut down 75,000 fraud-related mobile phone numbers and more than 4,000 broadband accounts, and cleared nearly 100 wireless bridges, effectively cutting off the communication channels between fraudsters and users inside China.
