China's financial regulator has issued a set of policy measures outlining management requirements for commercial housing development loans and personal housing loans.
The new rules released by the National Financial Regulatory Administration require banks to clearly distinguish between risks at the corporate level and those specific to individual projects, with loan approvals focusing more on the projects themselves. Each project must maintain separate accounting, with funds operating independently under closed‑loop management to mitigate delivery and credit risks.
To align with the construction and sales cycles of pre‑sale and completed‑property projects, the rules introduce differentiated loan tenure requirements, including moderately longer terms for completed‑property projects. The rules are also linked to the "white list" mechanism, under which qualified projects can be included in the white list management and enjoy policy support.
The move marks a shift from targeted emergency relief to systematic, full‑cycle institutional arrangements. The new measures cover housing development, individual mortgages, commercial property, urban renewal, and real estate‑related trust businesses. They uphold project‑centered management, a lead‑bank system, and closed‑loop fund management.
Key adjustments include optimized debt‑to‑income ratios and extended maximum loan terms for home buyers. Regulators said the goal is to guide financial institutions in providing market‑based, law‑abiding financial services for quality real estate development.
