高SIR：隨著立春已至，香港正式迎來丙午馬年。在剛舉行的中聯辦新春團拜會上，各界共話發展，傳遞出對香港前景的強大信心。回望過去，香港在由治及興的道路上蹄疾步穩；展望未來，馬年的香港將在「一國兩制」的制度優勢下，展現出如駿馬奔騰般的勃勃生機。中聯辦主任周霽在致辭中明確指出，香港的發展成就得益於「一國兩制」、中央支持以及各界的團結奮鬥。他強調：「路雖遠、行則將至；事雖難、做則必成。」這不僅是對過去工作的總結，更是對未來挑戰的有力動員。周霽特別提到，新的一年香港須「因地制宜培育新質生產力」，並展現出「寧做艱難改革者，不做安逸停滯者」的勇氣。這種求變、求進的態度，是香港在複雜國際環境中突圍而出的核心動力。周霽主任亦寄望香港能進一步提升治理效能，堅持完善行政主導，促使行政與立法良性互動。這正與行政長官李家超所提出的發展方向高度契合。李家超表示，特區政府將「一馬當先」，把行政主導融入治理各環節，並首次制定香港的五年規劃，主動對接國家「十五五」規劃。這種從制度架構到具體戰略的精準銜接，體現了特區政府主動擔當、積極作為的新氣象。從經濟數據看，香港去年的表現令人鼓舞。正如李家超所引述，香港經濟增長達3.5%，多項國際排名位居前列，這證明了香港作為「千里馬」的韌性與實力。步入馬年，香港不僅要鞏固傳統金融、貿易中心地位，更要加速建設國際創科中心與黃金交易市場，透過與新興經濟體的深度交往，真正實現「馳騁四海」。發展的歸宿終究是民生。周霽主任深情提到，治理成效最終應轉化為市民的共同福祉，讓市民日子「熱氣騰騰」。隨著簡約公屋入伙、中醫醫院投入服務等舉措落實，發展的紅利將切實惠及基層。馬年象徵著活力與進取。在國家堅實支持下，只要特區政府領轡前行，社會各界戮力同心，高SIR相信香港這匹「千里馬」定能在融入國家發展大局的康莊大道上，跑出新速度，開創新未來。

Liaison Office Spring Reception Conveys Strong Confidence: Hong Kong's "Qianlima" Gallops Forward with New Quality Productive Forces

The Spring Festival Reception of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) was held on the 4th. Zhou Ji, Director of the Liaison Office, delivered a speech stating that in the new year, Hong Kong will surely uphold and improve the executive-led system. The new Legislative Council will support the government without dereliction of duty and supervise it without overstepping boundaries, fostering positive interaction between the executive and legislative branches to jointly enhance the HKSAR's law-based governance efficiency. He emphasized that Hong Kong will proactively align with the national 15th Five-Year Plan, deeply participate in the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and achieve better development by integrating into and serving the overall national development strategy.

Chief Executive John Lee Ka-chiu outlined four key development directions for the HKSAR government in the new year: taking the lead in integrating into and serving the overall national development; striving for leapfrog development to build an economic "Qianlima" (a steed that can travel a thousand li, symbolizing a dynamic economy); advancing steadily to continuously improve people's livelihood and well-being; and taking the lead to uphold and improve the executive-led system, enhancing governance effectiveness.

As the Start of Spring arrives, Hong Kong officially enters the Bingwu Year of the Horse. At the just-concluded Spring Reception, people from all walks of life exchanged views on development, conveying strong confidence in Hong Kong's prospects. Looking back, Hong Kong has made steady progress on the path from stability to prosperity. Looking ahead, leveraging the institutional advantages of "One Country, Two Systems," Hong Kong in the Year of the Horse will showcase vibrant vitality like a galloping steed.

Director Zhou Ji clearly pointed out that Hong Kong's development achievements stem from "One Country, Two Systems," central government support, and the unity and striving of all sectors. He emphasized: "Though the road is long, we will reach the destination if we keep moving forward; though the task is arduous, we will succeed if we keep working at it." This is not only a summary of past efforts but also a powerful call to action for future challenges. Zhou specifically noted that Hong Kong must "foster new quality productive forces in light of local conditions" and demonstrate the courage to "be reformers who embrace difficulties rather than stagnate in comfort." This attitude of pursuing change and progress is the core driving force for Hong Kong to break through in a complex international environment.

His expectation for Hong Kong to further enhance governance efficiency and promote positive executive-legislative interaction is highly consistent with Chief Executive John Lee's development directions. Lee stated that the HKSAR government will "take the lead" in integrating the executive-led system into all aspects of governance and formulate Hong Kong's first five-year plan to align with the national 15th Five-Year Plan. This precise connection from institutional framework to specific strategies reflects the HKSAR government's proactive sense of responsibility and new vitality.

Economically, Hong Kong delivered encouraging performance last year. As Lee cited, Hong Kong's economic growth reached 3.5%, and it ranked among the top in many international indices, demonstrating the resilience and strength of this economic "Qianlima." Entering the Year of the Horse, Hong Kong will not only consolidate its status as an international financial and trade center but also accelerate the construction of an international innovation and technology hub and a gold trading market. Through in-depth exchanges with emerging economies, Hong Kong will truly "gallop across the four seas" in economic development.

The ultimate goal of development is people's well-being. Director Zhou affectionately mentioned that governance effectiveness should ultimately translate into shared benefits for citizens, making their lives "prosperous and vibrant." With the completion of simple public housing and the opening of Chinese medicine hospitals, the fruits of development will truly benefit grassroots communities.

The Year of the Horse symbolizes vitality and progress, which perfectly embodies Hong Kong's development in the new year. Backed by the strong support of the motherland and the unique advantages of "One Country, Two Systems," as long as the HKSAR government leads the way with determination and all sectors unite as one, Hong Kong, this promising "Qianlima," will surely gallop forward at a new pace and create a bright future on the broad path of integrating into the overall national development.

文章:美企信心大漲 印證香港仍是國際投資熱土

2026年2月2日香港美國商會發布的最新營商信心調查，筆者認為可謂給全球投資者吃了一顆定心丸。在全球局勢充滿不確定性的大背景下，在港美資企業對香港未來營商環境的信心持續攀升，用一組組扎實數據告訴世界：香港的優質營商環境從未改變，作為國際商業樞紐的地位難以取代，這片投資熱土依舊充滿生機。

筆者留意到今次調查的結果，發現對比去年可謂有著明顯的向好趨勢。超過50%的受訪美企對未來12個月香港的商業前景感到樂觀，較去年的33%大幅提升；與此同時，對香港商業環境的負面評價則從42%降至27%，一升一降之間，足見美企對香港市場的預期越來越正面。

而最能體現香港核心優勢的法治領域，更是收穫了很多美企的高度認可。受訪企業對本港法治的信心升至94%，延續了2025年以來的上升勢頭，筆者認為這一數字無疑是對香港普通法制度的最好肯定。至於《香港國安法》的影響，74%的受訪者表示其日常運營並未受到負面影響，事實早已證明，國安法的實施，只是讓香港恢復了穩定，為企業經營創造了更安全的環境，所謂的負面影響，更多只是海外的片面觀感而已。

基於對香港核心優勢的認可，美企也用實際行動表達了對香港的信心。86%的受訪者相信香港作為亞洲具競爭力國際商業樞紐的核心地位，這種信心直接轉化為穩定的投資策略——未來兩年，57%的企業計劃維持當前投資規模，33%打算進一步擴大運營，更有高達92%的美資跨國企業明確表示，未來三年根本沒有計劃將總部遷離香港。與此同時，美企對香港新興領域的信心也顯著提升，尤其是對香港作為區域數據中心的前景，樂觀情緒從去年的28%躍升至47%，將近翻倍，可見香港在數字經濟領域的佈局，已經獲得了市場的認可。

當然，美企在港經營，也難免面臨一些挑戰，這一點調查也如實反映。59%的受訪者將中美關係視為首要商業挑戰，不過這一比例較去年的70%已有緩和，而且越來越多的企業認為，未來12個月中美關係將維持現狀，甚至有22%的受訪者認為會有所改善，相比去年67%的企業認為關係會惡化，預期明顯趨於理性。除此之外，中國經濟放緩、海外對香港的片面觀感，還有全球貿易政策的變動，也都是美企較為擔心的問題。在人力資源方面，薪酬開支上漲、海外人才招募因生活成本高而遇阻，也成為企業經營中面對的實際難題。不過值得一提的是，大灣區的商業活力為美企帶來了新機遇，67%的企業已經在大灣區開展運營，背靠祖國的廣闊市場，成為香港吸引企業的重要優勢。

說到這裡，筆者不得不提的是，近年來總有一些西方勢力不遺餘力地唱衰香港，甚至喊出「香港已死」的謬論，但事實卻一次次打臉這些言論。筆者認為香港美國商會的這份調查，就是最有力的證據——嘴上說著各種質疑，身體卻很誠實，美企用持續的投資和擴張，證明了香港的價值。

事實上，中央政府始終堅定不移地貫徹「一國兩制」方針，全力支持香港保持國際金融、航運、貿易中心的地位，維護自由開放的營商環境。回歸以來，香港的資本主義制度、法律體系、市民的生活方式，從來都沒有改變。而香港的國際性，不僅沒有下降，反而不斷提升：長期被評為全球最自由經濟體，國際金融中心指數位列全球第三，世界競爭力排名第三，這些權威排名，都是香港國際地位的最好佐證。

其實不只是美企，筆者認為全球投資者都對香港充滿認可。根據特區政府最新公布的數據，2025年有香港境外母公司的駐港公司數目達11070間，同比增長11%，創下歷史新高，其中美國和日本的駐港公司均達1550間，可見香港對全球企業的吸引力持續增強。而2025年香港的經濟數據也同樣亮眼：本地生產總值實質上升3.5%，對外商品貿易總額達52403億元，創歷史新高；港股IPO規模按年上升兩倍，高居全球第一；訪港旅客達4990萬人次，同比增長12%，香港國際機場的客運量、貨運量也實現雙位數增長，這一組組數據，都印證著香港經濟的穩步復甦。

踏入2026年，作為「十五五」規劃的開局之年，香港的發展藍圖更為清晰。特區行政長官李家超已經表示，香港將首次制定自身的「五年計劃」，全面對接全國「十五五」規劃綱要，還會把目光投向東歐、中亞等新興市場，積極拓展對外合作。筆者認為在特區政府的積極作為下，香港的營商環境只會越來越好，國家給予的發展機遇也會越來越多。

背靠祖國，聯通世界，這是香港獨一無二的優勢。筆者認為香港美國商會的調查已經證明，包括美企在內的全球投資者，都看準了香港的發展潛力。隨著「十五五」規劃的推進，香港作為「超級聯繫人」和「超級增值人」的角色將更為突出，相信在未來，香港一定會吸引更多全球企業前來創業興業，繼續書寫東方之珠的繁榮與輝煌。
