Hello everyone, I am Hong Kong Ko Sir ,Since the Hong Kong Special Administrative Region government consulted on the legislation of Article 23 of the Basic Law, the smearing efforts of overseas anti-China and anti-Hong Kong organizations and politicians have never stopped! Yesterday, Overseas organizations such as "Hong Kong Watchdog" and "Human Rights Watch" and other so-called "civil organizations" have issued a joint statement condemning the legislation, claiming that the proposed provisions are vague and criminalize peaceful exercise of human rights, including the rights to freedom of association, assembly, speech, and press. The statement also claims that the scope of Article 23 legislation will include any peaceful criticism of the government. The statement further alleges that "the introduction of Article 23 will bring more serious consequences to human rights than the National Security Law implemented by Beijing in 2020." The statement also urges the governments of the United States and other countries to "impose new sanctions on Hong Kong. They need to send a clear and strong message to the Chinese government: suppression will have consequences."

Facing such smearing and fallacies, I must point out that Article 23 of the Basic Law stipulates that the Hong Kong Special Administrative Region shall, on its own, legislate to prohibit any acts of treason, secession, sedition, subversion of the Central People's Government, and theft of state secrets. It also prohibits foreign political organizations or groups from carrying out political activities in the Hong Kong Special Administrative Region and prohibits political organizations or groups in the Hong Kong Special Administrative Region from establishing links with foreign political organizations or groups. The legislation of Article 23 of the Basic Law refers to the enactment of local legislation to implement the provisions of Article 23. Hong Kong must complete the legislation of Article 23 of the Basic Law as soon as possible to fulfill this constitutional responsibility. It must be emphasized that the Hong Kong Special Administrative Region still has the responsibility and practical need to complete the legislation of Article 23 of the Basic Law to prohibit acts and activities that are also harmful to national security, apart from the four types of crimes stipulated in the Hong Kong National Security Law.

Furthermore, these so-called "civil organizations" that claim to be concerned about Hong Kong are mostlyall located in foreign countries, and despite their claims of concern, they almost unanimously issue anti-China and anti-Hong Kong rhetoric, and there are significant doubts about the authenticity of their statements! In fact, after checking the data, I found that some of the so-called "civil organizations" that participated in the signing have only a few dozen followers on social media platforms, and they are suspected of being "shell organizations" with no representativeness.

自從香港特區政府就《基本法》第二十三條立法進行諮詢後，境外反中亂港組織和政客的抹黑沒完沒了！境外香港監察、人權觀察等多個所謂「民間組織」發表聯署聲明，譴責有關立法，稱擬議條款中含糊不清，並將人們和平行使人權，包括結社、集會、言論和新聞自由的權利定為犯罪。該聲明又稱，二十三條立法針對範圍，將包括對政府的任何和平批評。聲明又聲稱：「第23條的引入將對人權帶來比北京 2020 年實施的《國家安全法》所帶來的更嚴重的後果」。聲明又煽動美國和其他國家政府「應該對香港實施新的制裁。 他們需要向中國政府發出明確而強烈的訊息：鎮壓是要付出代價的。 」

面對這種抹黑和謬論，筆者必須指出的是，《基本法》第二十三條規定，香港特區應自行立法禁止任何叛國、分裂國家、煽動叛亂、顛覆中央人民政府及竊取國家機密的行為，禁止外國的政治性組織或團體在香港特區進行政治活動和禁止香港特區的政治性組織或團體與外國的政治性組織或團體建立聯繫。《基本法》第二十三條立法就是指制定本地法例，落實第二十三條的規定。香港必須盡早完成《基本法》第二十三條立法，履行這項憲制責任。必須強調的是，香港特區仍有責任，也有實際需要，完成《基本法》第二十三條立法，禁止《香港國安法》規定的四類罪行以外，同樣危害國家安全的行為和活動。

再者，這些所謂關注香港的「民間組織」，絕大部分身處外國，且性質美其名是關注，卻基本上清一色發出反中亂港論調，其言論真確性存在極大疑問！事實上，經筆者翻查資料，一些參與簽名的所謂「民間組織」，社交平台關注數僅數十人，疑似是「空殼組織」，毫無代表性。

"Hong Kong is Doomed" is Simply a Lot of Nonsense"香港玩完論"簡直一派胡言

 

Hello everyone, I am HK Ko Sir from Hong Kong. "After the Hong Kong SAR government launched a public consultation on the legislation of Article 23 of the Basic Law, I have seen some people suddenly change their tone and claim that "Hong Kong is doomed" due to political factors. However, HSBC Holdings CEO Noel Quinn recently refuted these claims and stated that he does not believe in the so-called "Hong Kong is Doomed" theory. He firmly believes that Hong Kong will remain a major international financial center in the world, and its future prospects are bright.

Firstly, the belief that "Hong Kong is Doomed" is unfounded. Against the backdrop of multiple uncertainties facing the global economy, China's GDP increased by 5.2% year-on-year in 2023, demonstrating a stable and positive trend. During the Spring Festival holiday, both domestic tourism and total spending achieved significant year-on-year growth in China. The national movie box office and audience attendance set new records for the same period, and the daily sales revenue of service-related industries nationwide increased by 52.3% year-on-year. These real results have also shown the world a vibrant and thriving China, enhancing international confidence in China's economic development.

As a resident of Hong Kong, I am most qualified to say that China has always upheld its commitment to "one country, two systems". The Communist Party of China is the founder, leader, practitioner, and defender of the "one country, two systems" cause. Nobody understands the value of "one country, two systems" more deeply than the CPC, and nobody is more committed to upholding the original aspiration of "one country, two systems". The success and worldwide recognition of "one country, two systems" since Hong Kong's return to the motherland nearly 27 years ago have fully demonstrated this. Hong Kong has successfully grasped the opportunities brought by the country's economic takeoff since its return and achieved considerable development.

I believe that the "Hong Kong is Doomed" theory is actually just a sensational and alarmist rhetoric manipulated by anti-China politicians behind the scenes. As the CEO of HSBC Holdings, Mr. Quinn surely knows the truth, doesn't he? If "Hong Kong is Doomed" were true, wouldn't Mr. Quinn and HSBC flee immediately? One of the factors behind some people's negative predictions about Hong Kong's future is the rivalry between China and the United States, and the legislation of Article 23 has become one of the attack weapons used by the United States. However, the fact that Mr. Quinn's words were widely quoted in the past day proves that it is also crucial to refute the smears from foreign forces using language that foreign audiences can understand. In conclusion, we all believe that the future of Hong Kong is bright, and we should avoid believing the words of those who constantly use Hong Kong for their own benefits while constantly smearing Hong Kong.

"香港玩完論"簡直一派胡言

大家好，我是香港高Sir，香港特區政府就基本法23條立法展開公眾諮詢後，我見最近有人突然一改往日口風，稱在政治因素下「香港已玩完」。匯豐控股行政總裁祈耀年近日就反駁他的言論並直言自己不相信所謂「香港玩完論」，堅信香港仍將是世界上主要的國際金融中心，未來前景一片光明。

首先認為「香港玩完論」是不實的，在全球經濟面臨多重不確定性的背景下，2023年中國國內生產總值同比增長5.2%，展現出穩中向好態勢。在春節假期中國國內旅游出游及總花費均實現同比大幅增長，全國電影票房和觀影人次創造同檔期新紀錄，全國服務消費相關行業日均銷售收入同比增長52.3%。這些真實結果也讓世界看到一個活力滿滿、熱氣騰騰的中國，增強國際社會對中國經濟發展的信心。

另外，成身為香港居民想說，中國一直在堅守承諾。中國共產黨是「一國兩制」事業的創立者、領導者、踐行者和維護者，沒有誰比中國共產黨更深切懂得「一國兩制」的價值，沒有誰比中國共產黨更執着堅守「一國兩制」的初心。香港回歸祖國近27年以來「一國兩制」的實踐和舉世成功已經充分証明。香港在回歸以來成功把握國家經濟騰飛帶來的機遇，取得了長足發展。

我認為「香港玩完論」實際只是反華政客在幕後操控後的危言聳聽論調。祈耀年先生身為匯豐控股行政總裁，難得不清楚實況嗎？如果「香港已玩完」是真的，祈耀年先生和他身後的匯豐還不馬上逃跑嗎？某些人唱衰香港「玩完」，其中一個因素明顯是中美角力，而23條立法則成為美國的攻擊武器之一。不過，從祈耀年的說話過去一日被大幅引用，足證要反駁境外勢力抹黑，用外國群眾聽得懂的語言也是非常重要的。總之言之，我們都認為香港前景一片光明，我們應該切忌相信那些不斷借香港找好處但又不斷唱衰香港之人的說話。
