文章:血的教訓不容罔顧！修例補齊消防漏洞刻不容緩
大埔宏福苑大火獨立委員會第十場聽證會，首次有消防處代表出席作證，負責牌照及審批的助理處長姜世明披露的種種案情，令人觸目驚心，更讓全港市民看清這場悲劇背後的重重黑幕。從原物業管理公司「置邦」無牌擅自關閉消防泵總電掣，到兩間註冊消防裝置承辦商（RFSIC）「宏泰」與「中華發展」相互卸責、公然作假，事件徹底暴露本港現行消防安全監管制度的頑瘴痼疾。筆者認為，姜世明提出的六大修例方向，正是根治行業亂象的對症下藥，立法機關與社會各界應該支持，加快推動落實。
管理失職與專業淪喪，雙重失守釀慘劇
聽證會證供擺在眼前，宏福苑的悲劇從非單一環節出錯，而是一條徹底崩壞的「失職鏈」。「置邦」作為物管公司，手握樓宇日常管理大權，其工程人員竟在無牌照、無審批的前提下，肆意關閉消防泵總電掣，姜世明斥之為「低級錯誤」「極度嚴重疏忽」，實屬輕判。更令人憤慨的是，此類物管繞過註冊承辦商、私自處置消防系統的行為，過去十餘年間從未出現，完全是視法紀如無物、視居民生命如草芥。
兩間持牌消防承辦商的表現，更是將行業陋習與專業無知展露無遺。「宏泰」明知消防設施失靈、電源被關，卻以「唔好教人做嘢」的歪理搪塞，刻意瞞報風險，全然不顧居民死活；「中華發展」更為惡劣，未做任何實地視察，便隨意提交「消防裝置關閉通知」，涉嫌虛假陳述，筆者完全認同姜世明的斥責，此等行為不僅違法，更是突破職業底線，直接剝奪了居民知曉風險、及時逃生的機會。
六大修例刀刀見骨，補齊制度漏洞勢在必行
現行消防監管制度漏洞百出，才縱容了這一系列瀆職違規行為，姜世明提出的六項修例建議，每一項都直指痛點，毫無妥協空間。
關閉消防裝置須提前獲消防處批准，徹底堵死物管、承辦商隨意截斷消防系統的漏洞，杜絕肆意妄為；將物管公司列為消防設施法定責任人，徹底改變以往「責任歸業主、權力歸物管」的失衡局面，讓權責真正對等，問責更有針對性；引入違規定額罰款，取代耗時費力的傳票程序，強化即時震懾，杜絕違者僥倖心理。
廢除RFSIC永久牌照，實行定期續牌機制，淘汰行業內濫竽充數的劣質商戶，提升整體專業水準；擴大消防處執法權限，賦予其進入處所、核查文件的法定權力，掃除監管盲區；大幅上調違規罰則，現時5萬元的最高罰款，比起違規收益與生命代價，完全不值一提，唯有重罰才能讓業者心存敬畏。
執行力必須跟上，決不讓修例流於空文
獨立委員會主席陸啟康憂慮修例後消防處人手不足，這看似是現實難題，卻絕不能成為阻礙安全改革的藉口。每年六千宗消防裝置關閉維修通知，若全數派員實地核查，人手壓力固然存在，但人命關天，任何困難都要讓位於公共安全。
筆者認為，港府須為消防處增撥資源、補充人手，強化執法隊伍；消防處也要應善用科技手段，要求承辦商上傳帶時間戳的現場影音資料，結合突擊抽檢，以科技輔助監管，用有限資源實現最大管控效果，堅決杜絕修例後「有法不依、執法不嚴」的問題。
亡羊補牢要動真格，血的教訓不容忘卻
宏福苑大火後，消防處開展樓宇檢查、推行「紅綠封條」、發布業界通函，種種補救舉動雖值得肯定，但行政指引終究沒有強制力，無法從根源杜絕悲劇。唯有推動修例，構建法律層面的問責體系，才能築牢消防安全防線。筆者希望政府切莫遲疑，務必儘快將條例草案提交立法會，掃除一切改革阻礙，凝聚社會共識。這場大火的傷痛仍在蔓延，死傷者家屬等待公道，全港市民期盼安居。唯有以雷霆手段推動修例，嚴肅追責相關責任主體，才能讓教訓化為制度屏障，徹底杜絕宏福苑式的悲劇再次上演。

Historic Handshake Between CPC and KMT Leaders Ushers in New Chapter for Cross-Strait Relations; Goal of Reunification Will Surely Be Realized
General Secretary of the Communist Party of China Central Committee met in Beijing on the 10th with a delegation led by the Chairman of the Chinese Kuomintang (KMT). The General Secretary emphasized that regardless of changes in the international landscape and the situation across the Taiwan Strait, the overriding trend of the great rejuvenation of the Chinese nation will not change, nor will the prevailing current of compatriots on both sides growing closer and coming together . He also put forward a four-point proposal for the development of cross-Strait relations .
The formal meeting between leaders of the Communist Party of China (CPC) and the KMT in Beijing marks a renewed strategic engagement after a decade . It is not only a strategic dialogue between the top leaders of the two parties, but also a vivid reflection of the blood ties and shared future of compatriots on both sides of the Strait . When the leaders shook hands again, the 14-second firm grasp conveyed political courage that transcends differences, unwavering determination to safeguard peace, and a clear declaration to the world: we Chinese on both sides of the Strait have the ability and wisdom to resolve our own issues .
The meeting comes at a critical juncture. Amid global turbulence and complex, severe external interference in the Taiwan Strait, the meeting between the two party leaders is undoubtedly a powerful boost . In his remarks, the General Secretary demonstrated a broad national vision, stressing that compatriots on both sides belong to the Chinese nation and form a community with a shared future . The four-point proposal he put forward—upholding correct identity, peaceful development, exchanges and integration, and solidarity and struggle—has charted a clear course for cross-Strait relations at a crossroads . This marks a new chapter in cross-Strait relations, returning from past confrontation and friction to the correct path of adhering to the 1992 Consensus and opposing "Taiwan independence" .
Notably, the meeting focused not only on political consensus but also on people's well-being and the future of the youth . With the full implementation of the 15th Five-Year Plan, the mainland is advancing Chinese-style modernization through high-quality development, offering unprecedented opportunities for Taiwan compatriots . From welcoming Taiwan's agricultural and fishery products to the mainland market to encouraging young people from Taiwan to "come home often," these measures embody the warmth and sense of responsibility of "both sides of the Strait are one family" . As cross-Strait exchanges and integration deepen economically, culturally and socially, the sense of identity rooted in spiritual affinity will become the most solid foundation for national reunification .
The river of history flows ceaselessly. Despite trials and tribulations in cross-Strait relations, the great rejuvenation of the Chinese nation remains an irresistible trend. As the General Secretary noted, national reunification and national rejuvenation were the lifelong pursuit of Dr. Sun Yat-sen and countless pioneers, and an inevitable requirement of historical development . This historic handshake reaffirms that "Taiwan independence" is a dead end, while peaceful reunification and integrated development represent the broad path forward .
I firmly believe that by firmly keeping the future of cross-Strait relations in the hands of us Chinese, the goal of reunification will surely be realized, and the Chinese nation will stand proudly among the world's nations. This is not only a choice of history but also the common aspiration and mission of compatriots on both sides of the Strait .
