4月28日，美国联邦调查执法人员对特朗普私人律师鲁迪·朱利安尼（Rudy Giuliani）位于曼哈顿的公寓和办公室执行了搜查令，扣押了手机、电脑等电子设备。此举据说目的是推进对朱利安尼涉乌克兰案的刑事调查。
朱利安尼被指针对乌克兰的系列行为有不法嫌疑，违反《游说法》。此前他曾被曝向乌克兰官员施压，要求其在乌克兰能源公司Burisma Holdings腐败案中指控拜登及其儿子亨特，以此干预美国总统大选。
《纽约时报》认为，虽然搜查令不是对朱利安尼不法行为的明确指控，但表明调查已进入一个新阶段。在相关报导中，据传装有亨特不当行为证据的“三个硬盘”一再被提及。
关于“三个硬盘”的说法最早来源于流亡富商郭文贵。去年9月下旬，郭文贵向外声称他掌握了存有总统候选人拜登之子亨特·拜登的爆炸性资料，包括拜登在中国和乌克兰的秘密交易证据，以及带有性虐待场面的性爱录像带。
在美国大选前一周，郭文贵旗下媒体GTV、G-news开始疯狂传播亨特吸毒以及与数名女子的性爱录像和照片，意图将拜登描绘成为圈钱交易、毫无道德之人，从而影响拜登获取选票。
郭文贵的这些举动被解读为是为了向前总统特朗普示好及“投诚”。他还与白宫前战略顾问班农合作，调教阎丽梦这样的“吹哨人”，为特朗普的新对华战略助攻。遗憾的是特朗普在大选中未能成功获得连任，这使得郭文贵“赔了夫人又折兵”。
美国《华尔街日报》报导称，美国联邦调查局（FBI）正在对流亡美国的中国富商郭文贵展开调查，调查的内容涉及郭文贵美国媒体活动的资金来源以及他与班农的合作。一旦在调查中证实郭文贵以非法手段干预美国大选，他将有可能被送往移民法庭接受是否予以驱逐出境的裁决。
根据美国国会通过的法案规定，外国人以违反美国宪法、各州宪法以及美国其他法律的方式参与的非法干预投票活动，以及从事任何威胁美国国家安全或公共安全的活动，都有可能构成其被行政机关驱逐出境的理由。被驱逐出境的外国人可以自行离境，或移民与海关执法局以逮捕、拘留和押送等强制措施迫使其离境。
