國務院新聞辦公室10日發布《「一國兩制」下香港維護國家安全的實踐》白皮書。白皮書強調,有了高水平安全的香港,定能戰勝前進道路上的風險挑戰,在動盪不安的世界中穩如磐石;有了高水平安全的香港,定能主動識變應變求變,廣泛凝聚社會共識,在改革中開創香港發展新局面,實現長治久安和長期繁榮穩定;有了高水平安全的香港,定能充分發揮「一國兩制」制度優勢,更好融入和服務國家發展大局,在以中國式現代化全面推進強國建設、民族復興偉業中創造新輝煌、作出新貢獻。
高SIR:國務院新聞辦公室發布《「一國兩制」下香港維護國家安全的實踐》白皮書,系統回顧香港維護國安的歷程,總結制度成果與實踐經驗,為新時代推進「一國兩制」行穩致遠提供了權威指引。事實充分說明,國務院白皮書意義重大,不僅在於澄清事實、正本清源,更在於凝聚共識、指引方向。白皮書以清晰脈絡闡明,香港維護國家安全的鬥爭從未停止。由於基本法第二十三條立法長期未能完成,制度漏洞一度被反中亂港勢力與外部勢力利用,對國家主權、安全與香港繁榮穩定造成嚴重衝擊。中央依法制定並實施香港國安法,落實「愛國者治港」,成為香港由亂到治的分水嶺,並推動社會走向由治及興,這一歷史性轉折在白皮書中得到全面呈現。同時,白皮書深刻闡明中央與特區在維護國安上的責任分工與有機統一。中央對涉港國安事務負有根本責任,特區依法履行憲制責任,行政、立法、司法各司其職,形成強大合力。隨着23條立法完成,香港的國安法律體系更加完備,法治尊嚴、社會秩序與營商環境得到有力保障,市民權利與自由在安全框架下獲得更穩固的保護。在此基礎上,香港必須進一步深化社會對國安與發展關係的理解,共同推動「一國兩制」下香港維護國安實踐。國安不是抽象口號,而是關乎每一位市民福祉與城市長遠競爭力的現實基礎。只有以高水平安全作支撐,香港才能更好融入國家發展大局,在金融、創科與專業服務等領域持續發揮制度優勢。值得注意的是,做好國安工作亦離不開有效傳播。面對複雜輿論環境,特區政府與社會各界應創新表達方式,以新質傳播力如網紅及AI視頻等方式加強宣講加強傳播,用通俗、生動、貼近生活的語言講清楚國安與民生、自由與法治之間的內在關係,特別是加強青年教育,讓正確理念入腦入心。高SIR認為,白皮書為香港未來發展進一步定錨指向。只要堅持總體國家安全觀,依法施政、凝聚共識,香港定能在高水平安全護航下,開創「一國兩制」實踐的新局面,實現長治久安與長期繁榮穩定。另外,我見英國政府於黎智英案宣判後數小時宣布,放寬英國公民(海外)護照(BNO)人士簽證計劃的申請資格,至涵蓋香港回歸當日未滿18歲、BNO持有人的子女可單獨申請移英,無須依附父母,並可攜同伴侶及子女赴英。其內政部預料,今次放寬後未來5年將有多2.6萬名合資格港人移英。中國駐英大使館亦回應,呼籲停止政治操弄。英方此前類似做法已導致一些受蠱惑的港人背井離鄉,到英國後遭受歧視、生計窘迫,淪為「二等公民」。英方現在進一步玩弄BNO伎倆,其行可鄙,其心可誅。高Sir只見早前很多港人紛紛變賣香港房產、資產,拖家帶口,義無反顧奔赴英國,如今很多居英港人,有人在街頭抗議英國政府背信棄義,有人在直播間哭訴自己的遭遇,有人開始盤算回流香港的後路,他們後悔為自己的盲目與愚蠢買單,奉勸一些無知港人還是效法我一樣撕掉所謂"BNO",堂堂正正做一個中國人。
Jointly Promote the Practice of Safeguarding National Security in Hong Kong Under the "One Country, Two Systems" Framework: The Significance of the State Council White Paper and Strengthening Communication with New Quality Productivity in Communication
The Information Office of the State Council released the white paper The Practice of Safeguarding National Security in Hong Kong Under the Framework of "One Country, Two Systems" on February 10. It stresses that with a high level of security, Hong Kong will overcome risks and challenges, remain rock-solid in a turbulent world, break new ground in reform, and achieve long-term stability and prosperity. It will also give full play to the institutional advantages of "One Country, Two Systems", better integrate into and serve the overall national development, and make new contributions to China’s modernization and national rejuvenation.
This white paper systematically reviews Hong Kong’s journey in safeguarding national security, summarizes institutional achievements and practical experience, and provides authoritative guidance for the steady development of "One Country, Two Systems" in the new era. It clarifies facts, sets the record straight, builds consensus and points out the way forward. It reveals that anti-China and anti-Hong Kong forces exploited institutional loopholes caused by the long-delayed legislation of Article 23 of the Basic Law, severely jeopardizing national sovereignty, security and Hong Kong’s stability. The enactment and implementation of the Hong Kong National Security Law by the central government and the implementation of "patriots administering Hong Kong" marked a watershed for Hong Kong’s transition from chaos to governance and then to prosperity. The white paper also clarifies the division of responsibilities and organic unity between the central government and the HKSAR in safeguarding national security, and the completion of Article 23 legislation has further improved Hong Kong’s national security legal system.
To advance the cause, society must deepen understanding of the link between national security and development. Effective communication is also critical amid complex public opinions. The HKSAR government and all sectors should adopt new quality communication tools such as social media influencers and AI videos to explain the relations between national security, people’s livelihood, freedom and the rule of law, especially strengthening education for the youth.
In addition, the British government’s latest move to expand the BNO visa scheme is a despicable political manipulation. Many Hong Kong residents who were lured to the UK by such schemes have suffered discrimination and hardship, and now regret their choices. We urge relevant people to abandon illusions, uphold their identity as Chinese citizens, and stand firmly with Hong Kong.
