文章:同心守國安 聚力謀發展——香港在白皮書指引下穩步向前

2026年2月10日,國務院正式發布《「一國兩制」下香港維護國家安全的實踐》白皮書,系統梳理香港回歸以來維護國家安全的壯闊歷程,全面總結中央與特區同心築穩國家安全屏障的豐碩成果,深刻闡明國家安全與「一國兩制」的內在邏輯,為香港在「十五五」規劃開局之年、由治及興關鍵階段錨定方向、凝聚力量。這既是對香港「由亂到治、由治及興」的權威定論,更是中央堅守「一國兩制」初心、護航香港長治久安的莊嚴宣示,香港社會各界理應衷心擁護、全面落實,與中央同向、與特區政府同行,以堅定行動踐行白皮書精神,開啟「一國兩制」實踐新征程。

筆者認為白皮書的發布,對香港特區具有無可替代的重要意義。回望過往,香港維護國家安全的鬥爭從未停歇,黑暴動亂曾讓社會動盪、民生受損、發展受阻,深刻印證「前事不忘,後事之師」的道理。如今正值國家「十五五」規劃開局,香港正處於破除利益固化、聚焦經濟發展的關鍵時期,白皮書以權威視角正本清源,厘清是非曲直,為香港社會凝聚起「國安才能港安」的共識,指引各界摒棄紛爭、同心發展。行政長官對白皮書的三點重要領會,精準道出核心要義:國家安全風險始終存在,必須時刻保持警惕;維護國家安全是中央事權,特區衷心感謝中央制定《香港國安法》,必將切實履行憲制責任;以高水平安全守護「一國兩制」高質量發展,不折不扣落實白皮書要求。這既是特區政府的堅定態度,更是全體香港市民的共同責任。

維護國家安全,是「一國兩制」實踐的根本基石。白皮書明確指出,維護國家主權、安全、發展利益是「一國兩制」方針的最高原則,這一論斷直擊本質:沒有國家安全,就沒有香港的繁榮穩定;沒有「一國」的堅實保障,「兩制」的獨特優勢便無從談起。曾幾何時,外部勢力干預、反中亂港分子作祟,讓外界對香港法治、營商環境產生疑慮,擔憂《香港國安法》實施、第二十三條本地立法及相關司法案件影響發展信心。但事實勝於雄辯,《香港國安法》實施逾五年、《維護國家安全條例》落地近兩年來,香港法治堅如磐石,司法獨立得到充分保障,黎智英案依法公平審理,更以司法實踐彰顯法治精神。香港大律師公會、律師會均明確認可,案件審理嚴格遵循普通法原則與法定程序,法院獨立公正、不受外部干預,充分捍衛了香港法治的核心價值。

國家安全築牢穩定根基,穩定催生發展紅利,白皮書以詳實數據印證了國安護發展的強大力量。2024年香港GDP突破三萬億港元,2025年經濟實質增長3.5%;恆生指數年度上漲27.8%,港股IPO規模登頂全球;國際金融、航運、貿易中心地位愈發穩固,經濟自由度蟬聯世界第一;國際調解院總部、亞非法協香港區域仲裁中心相繼落戶,海外及內地駐港公司超11000間創歷史新高,單一家族辦公室增至3380間,兩年增幅超25%。亮眼的經濟成績單,是國家安全帶來穩定性、可預期性的直接體現。香港美國商會2026年度調查更彰顯國際信心:超五成會員看好香港商業前景,94%對香港法治充滿信心,74%表示運營未受《香港國安法》負面影響,86%認可香港國際商業樞紐優勢,92%美資跨國企業無意遷離總部。外資以真金白銀為香港投下信任票,充分證明國家安全不僅沒有束縛發展,反而為香港開放繁榮保駕護航。

從亂到治、由治及興,香港的蛻變離不開國安法治的堅實支撐。《香港國安法》快速終結黑暴亂象,讓社會重歸安寧;完善後的選舉制度,確保「愛國者治港」落到實處,管治權牢牢掌握在愛國愛港人士手中,徹底擺脫政治內耗干擾。如今,特區政府得以卸下「安內攘外」的重擔,全身心投入經濟發展、民生改善,主動融入國家發展大局。《香港國安法》與《維護國家安全條例》相輔相成,構建起完備的特區國家安全法律體系,為「一國兩制」行穩致遠築牢制度屏障,標誌著「一國兩制」實踐邁入全新階段。

筆者認為白皮書不僅是總結過往的里程碑,更是指引香港未來的航向標。當前國際形勢複雜多變,地緣政治博弈加劇,香港維護國家安全的任務依然艱巨。白皮書明確要求,以總體國家安全觀為指引,堅持中央根本責任與特區憲制責任相統一,將維護國家安全貫穿「一國兩制」全過程;全面落實「愛國者治港」,堅持行政主導,堅守法治軌道,保障人權自由,保持普通法制度,統籌發展與安全、開放與安全。面對國家「十五五」規劃的歷史機遇,行政長官李家超宣布特區政府將制定自身五年規劃,由其親自牽頭跨部門專責小組,全面對接國家發展戰略。「高質量發展是香港第一要務,維護國家安全是香港頭等大事」,這一金科玉律,既是白皮書的核心要求,也是香港走向未來的根本遵循。

展望將來,筆者作為地區國安導師及青年團體骨干成員,我將以實際行動響應白皮書號召,通過線上解讀、社區分享、專題講座等多種形式,向廣大市民深入闡釋白皮書的深遠意義與核心內涵。並計劃在農曆新年過後,以線上線下的方式開展一系列國安教育公眾活動,走進各區社區、面向青年群體,用貼近生活、通俗易懂的方式,講解國家安全與香港前途、市民福祉的緊密聯繫,讓國安意識深入民心、紮根青年。筆者堅信,當前香港已完成國安法立法、完善選舉制度與地區治理,社會早已擺脫政治紛爭的桎梏,核心任務正是拚經濟、謀發展、改善民生。未來,全港市民應主動積極融入國家發展大局,牢牢把握國家賦予香港年輕人的發展機遇,在大灣區建設、國家高水平對外開放等戰略中施展才華、實現價值。與此同時,全社會必須銘記過去動亂的教訓,時刻繃緊國家安全這根弦,持續關注國家安全風險,攜手構建高水平安全體系。我們將以堅定的信念、紮實的行動,全力支持中央、支持香港特區政府履行白皮書各項要求,為香港長期繁榮穩定、為中華民族偉大復興貢獻屬於我們的堅實力量!

Hong Kong Forges Ahead Under the Guidance of the White Paper

 

On 10 February 2026, the State Council officially issued the White Paper The Practice of Safeguarding National Security in Hong Kong Under the Principle of "One Country, Two Systems".

It systematically reviews the remarkable journey of safeguarding national security in Hong Kong since its return to the motherland, comprehensively summarizes the fruitful achievements made by the Central Government and the Hong Kong Special Administrative Region (HKSAR) in strengthening the national security barrier, and profoundly clarifies the inherent logic between national security and "One Country, Two Systems".

 

This White Paper charts the course and builds consensus for Hong Kong at a crucial stage of advancing from stability to prosperity, coinciding with the launch of China’s 15th Five-Year Plan period.

It serves as an authoritative conclusion on Hong Kong’s transition from chaos to stability and from stability to prosperity, as well as a solemn declaration by the Central Government of its commitment to the original aspiration of "One Country, Two Systems" and its support for the long-term stability of Hong Kong.

People from all walks of life in Hong Kong should wholeheartedly support and fully implement its spirit, stand in unity with the Central Government and the HKSAR Government, and embark on a new chapter in the practice of "One Country, Two Systems" with concrete actions.

 

In the view of the author, the release of the White Paper is of irreplaceable significance to the HKSAR.

Looking back, the struggle to safeguard national security in Hong Kong has never ceased.

The social unrest once brought turmoil, harm to people’s livelihood and obstruction to development, which profoundly proves the lesson that "past experience, if not forgotten, is a guide for the future".

As Hong Kong enters a critical period of breaking through vested interests and focusing on economic development amid the start of the 15th Five-Year Plan, the White Paper provides an authoritative perspective to clarify facts and distinguish right from wrong.

It consolidates the social consensus that "without national security, there can be no Hong Kong security" and guides all sectors to set aside disputes and pursue development together.

 

The Chief Executive’s three key understandings of the White Paper precisely capture its core essence:

risks to national security still exist and require constant vigilance;

safeguarding national security is the responsibility of the Central Government, and the HKSAR sincerely appreciates the enactment of the Hong Kong National Security Law by the Central Authorities, and will earnestly fulfil its constitutional duty to safeguard national security;

high-level security must be used to support the high-quality development of the cause of "One Country, Two Systems" and fully implement the requirements of the White Paper.

This is not only the firm stance of the HKSAR Government, but also the common responsibility of all citizens in Hong Kong.

 

Safeguarding national security is the cornerstone of the practice of "One Country, Two Systems".

The White Paper clearly states that safeguarding national sovereignty, security and development interests constitutes the supreme principle of the policy of "One Country, Two Systems".

This conclusion reveals the fundamental truth: without national security, there can be no prosperity and stability in Hong Kong;

without the solid guarantee of "One Country", the unique advantages of "Two Systems" cannot be realized.

 

At one time, interference by external forces and anti-China forces disrupting Hong Kong raised doubts among the international community about Hong Kong’s rule of law and business environment, with concerns over the implementation of the Hong Kong National Security Law, the local legislation of Article 23 of the Basic Law, and relevant judicial cases affecting business confidence.

However, facts speak louder than words.

More than five years after the implementation of the Hong Kong National Security Law and nearly two years after the entry into force of the Safeguarding National Security Ordinance, the rule of law in Hong Kong remains rock-solid, and judicial independence is fully protected.

The fair trial of the Jimmy Lai case in accordance with the law further demonstrates the spirit of the rule of law through judicial practice.

 

Both the Hong Kong Bar Association and the Law Society of Hong Kong have clearly recognized that the trial was conducted in strict accordance with common law principles and statutory procedures, with courts exercising judicial power independently and impartially free from external interference, fully upholding the core value of the rule of law in Hong Kong.

 

National security lays the foundation for stability, and stability generates development dividends.

The White Paper presents solid data proving the strong driving force of national security for development.

In 2024, Hong Kong’s GDP exceeded HK$3 trillion;

in 2025, its real economic growth reached 3.5%.

The Hang Seng Index rose by 27.8% in 2025, and Hong Kong’s IPO volume ranked first in the world.

Hong Kong’s status as an international financial, shipping and trade centre has become more consolidated, and it continues to rank first globally in economic freedom.

 

The headquarters of the International Court of Mediation and the Regional Arbitration Centre of the Asian-African Legal Consultative Organization in Hong Kong have successively settled in the city.

The number of regional headquarters and offices of overseas and Mainland companies in Hong Kong exceeded 11,000, reaching a record high.

The number of single-family offices rose to 3,380, an increase of more than 25% in two years.

 

These impressive economic achievements are a direct reflection of the stability and predictability brought by national security.

The 2026 Hong Kong Business Confidence Survey by the American Chamber of Commerce in Hong Kong further reflects strong international confidence:

over 50% of respondents are optimistic about the business outlook in the coming 12 months;

94% express confidence in Hong Kong’s rule of law;

74% report no negative impact on their operations from the Hong Kong National Security Law;

86% affirm Hong Kong’s advantages as a competitive international business hub in Asia;

and 92% of US multinational corporations have no plans to move their headquarters out of Hong Kong in the next three years.

Foreign investors have cast a vote of confidence in Hong Kong with real investment, fully proving that national security not only does not restrict development, but safeguards Hong Kong’s openness and prosperity.

 

Hong Kong’s transformation from chaos to stability and from stability to prosperity is inseparable from the solid support of national security and the rule of law.

The Hong Kong National Security Law quickly put an end to social unrest and restored peace to the community.

The improved electoral system ensures the principle of "patriots administering Hong Kong", placing governance firmly in the hands of patriots who love the country and Hong Kong, and freeing society from political wrangling.

 

The HKSAR Government is now able to shift its focus from maintaining security to promoting high-quality development, improving people’s livelihoods, and integrating into the overall development of the country.

The Hong Kong National Security Law and the Safeguarding National Security Ordinance complement each other, forming a comprehensive legal system for safeguarding national security in the HKSAR.

This has built an institutional barrier for the steady and sustained implementation of "One Country, Two Systems", marking a new stage in its practice.

 

In the author’s view, the White Paper is not only a milestone summarizing the past, but also a guiding beacon for Hong Kong’s future.

Against the complex and volatile international landscape and intensified geopolitical tensions, the task of safeguarding national security in Hong Kong remains arduous.

 

The White Paper clearly requires guidance under the holistic approach to national security, upholding the unity of the fundamental responsibility of the Central Government and the constitutional responsibility of the HKSAR, and integrating safeguarding national security into the entire process of "One Country, Two Systems".

It calls for fully implementing the principle of "patriots administering Hong Kong", adhering to executive-led governance, upholding the rule of law, protecting human rights and freedoms, maintaining the common law system, and coordinating development and security as well as openness and security.

 

Seizing the historic opportunity of the 15th Five-Year Plan, Chief Executive John Lee has announced that the HKSAR Government will formulate its own five-year plan, personally leading a cross-departmental task force to align with the nation’s development strategies.

The maxim that "high-quality development is Hong Kong’s top priority, and safeguarding national security is Hong Kong’s most important task" reflects the core requirements of the White Paper and the fundamental principle for Hong Kong’s future.

 

Looking ahead, as a District National Security Mentor and a core member of a youth organization, the author will respond to the call of the White Paper with concrete actions.

Through online briefings, community sharing sessions, seminars and various other forms, I will explain to the public the profound significance and core essence of the White Paper.

After the Lunar New Year, a series of public activities on national security education will be launched both online and offline, reaching communities and young people.

By explaining the close connection between national security, Hong Kong’s future and public well-being in a down-to-earth and accessible manner, we will foster a strong sense of national security among the public and the younger generation.

 

The author firmly believes that with the completion of national security legislation, the improvement of the electoral system and district governance, Hong Kong has long emerged from the quagmire of political disputes.

The core task of society is to grow the economy, pursue development and improve people’s livelihood.

Going forward, citizens of Hong Kong should proactively integrate into the country’s overall development, seize the opportunities offered by the nation to Hong Kong’s youth, and realize their potential in the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the country’s high-level opening-up.

 

Meanwhile, society as a whole must remember the lessons of past unrest, stay alert to national security risks at all times, and jointly build a high-level security system.

We will, with firm conviction and solid actions, fully support the Central Government and the HKSAR Government in fulfilling the requirements of the White Paper, and contribute our part to the long-term prosperity and stability of Hong Kong and the great rejuvenation of the Chinese nation!
