文章:從DeepSeek到Seedance 2.0，中國AI震撼世界，香港如何搶佔先機？
金蛇辭歲，駿馬迎春。歲序更新之際，筆者再次見證我們中國人工智慧領域再掀全球熱潮：蛇年DeepSeek風靡海內外，以硬核技術與產業落地能力，成為中國大模型走向世界的標杆；踏入馬年，字節跳動自研多模態影片生成模型Seedance 2.0橫空出世，憑藉電影級生成效果引爆全球，筆者一用讚嘆及沉迷了，它更獲馬斯克公開讚嘆「發展速度太快」。從DeepSeek到大模型矩陣持續領跑，到Seedance 2.0引爆多模態革命，中國已迎來下一個DeepSeek時刻。筆者認為這股強勁東風，為香港帶來千載難逢的創科機遇，憑藉「一國兩制」獨特優勢，香港完全能乘勢而上，成為國家AI產業國際化的核心樞紐。
過去一年，DeepSeek以技術突破重塑全球AI格局。從高效能推理架構到低成本產業化部署，從金融、醫療到製造、教育多場景落地，DeepSeek不僅驗證了中國大模型的技術實力，更走出一條「技術自立、場景開放、全球競爭」的中國AI路徑。其快速迭代與廣泛應用，讓世界看見中國在基礎模型、算力體系、產業生態上的整體躍升。而Seedance 2.0接棒登場，將文字、圖像、音訊轉化為高質量影片，突破多模態技術瓶頸，登上春晚舞台並席捲海外，成為中國AI從文本領先邁向多模態領先的里程碑。馬斯克的點讚，正是國際科技界對中國AI發展速度與創新能力的高度認可。
筆者認為這一波AI爆發，不是偶然，而是國家戰略引領、產學研協同、市場需求驅動的必然結果。從政策支持到資金投入，從人才儲備到場景開放，中國AI已形成完整產業鏈與創新鏈，在大模型、多模態、算力基建等關鍵領域實現彎道超車。DeepSeek與Seedance 2.0的接力領跑，標誌著中國AI進入技術噴發、產業升級、全球競爭的黃金期，一個屬於中國的DeepSeek時刻已然到來。
站在時代風口，筆者認為香港擁有得天獨厚的優勢，足以把握這波東風。香港具備國際化法治環境、自由資本市場、頂尖科研實力與全球人才網絡，五所大學AI領域躋身全球前列，科研實力雄厚；特區政府相繼推出10億港元AI研發院、30億港元AI資助計畫、超算中心與新型工業加速計畫，構建全鏈條創科支持體系。數碼港、科學園匯聚數百家AI企業，河套深港科技創新合作區與北部都會區提供廣闊空間，為AI研發、成果轉化、產業落地築牢根基。
更為關鍵的是，香港作為「超級聯繫人」，可完美銜接內地技術優勢與全球市場。此前，香港基於DeepSeek打造本地化大模型HKGAI V1，在政府部門廣泛應用，開啟大灣區協同新篇章。如今面對Seedance 2.0與中國AI全球化浪潮，香港可發揮國際化優勢，協助內地頂尖AI技術與產品走向世界，同時引進全球資本、人才與技術，打造國際AI創新合作平台。「內地研發+香港國際化+全球市場」的模式，將讓香港在AI浪潮中佔據先機。
面向未來，筆者認為香港應以更開放姿態融入國家AI發展大局：強化與內地算力、算法、數據協同，共建大灣區AI產業集群；聚焦國際化商業化落地，推動AI在金融、物流、媒體、創意產業深度賦能；搶佔多模態、AI影片、智能體等新賽道，培育本土獨角獸；用好普通法優勢，完善AI治理與數據跨境機制，打造全球AI標準與規則對接平台。
駿馬迎春，奮進正當時。從DeepSeek到Seedance 2.0，中國AI開啟新時代；東風已至，機遇在握，香港正處於創科發展的黃金窗口期。緊抓中國AI崛起的歷史機遇，發揮「一國兩制」獨特優勢，香港必能乘勢而上，成為全球AI創新高地與國家走向世界的橋頭堡，在新質生產力賽道上揚鞭奮進，書寫東方之珠的科技新傳奇。

高SIR：隨著馬年春節將至，香港街頭巷尾洋溢著歡慶祥和的氣氛。與往年不同的是，今年這份平靜顯得人格外踏實。隨著禍港頭目、反中亂港勢力的幕後黑手黎智英被依法定罪並處以重刑，正義終於得到伸張，法治威嚴得以捍衛。黎智英重囚讓廣大市民可安心團年，這不僅是法律的勝利，更是香港告別動盪、回歸安寧的象徵。在這個闔家歡聚的時刻，廣大市民能夠擺脫黑暴陰影，在法治的護蔭下享受太平盛世，這正是維護國家安全最直接、最溫暖的成果。近日國務院新聞辦公室發布的《「一國兩制」下香港維護國家安全的實踐》白皮書，全面回顧了香港維護國安的歷程，更具有「一錘定音」的指導意義。我們從白皮書看到中央決心，那是確保「一國兩制」行穩致遠、維護香港長期繁榮穩定的鋼鐵意志。白皮書清晰地指出，維護國家主權、安全、發展利益是「一國兩制」的最高原則。中央始終是香港最堅強的後盾，無論是出台香港國安法，還是支持特區完成二十三條立法，每一項舉措都體現了中央對香港的高度負責。白皮書的出台，正本清源，凝聚共識，讓社會各界深刻明白，只有築牢安全屏障，香港才能在高水平開放中實現高質量發展。然而，地緣政治的風險依然真實存在。在黎智英案依法裁決後，一些西方國家及政客不顧法治精神，公然發表負面言論，甚至企圖將罪行累累的嫌疑人美化為所謂的「聖人」。我們必須正告那些別有用心的政客：中國的領土主權不容挑釁，香港的司法獨立不容侵犯。外國勢力請尊重中國的一切，包括尊重中國維護國家安全的憲制責任，尊重香港法院依法審案的司法主權。國家安全猶如陽光與空氣，受益而不覺，失之則難存。黎智英案的裁決與白皮書的發布交相輝映，標誌著香港嚴重內耗時代的終結。在「總體國家安全觀」的指引下，香港正以前所未有的戰略定力，統籌發展與安全。市民在團年時刻舉杯互賀時，更應深刻體會到，這份平安得來不易，必須倍加珍惜。
Jimmy Lai Jailed, Hong Kong People Reunite in Peace; White Paper Demonstrates China's Resolve, Foreign Forces Must Respect China
As the Year of the Horse approaches, a landmark national security case in Hong Kong—the trial of Jimmy Lai—has reached its lawful conclusion with a guilty verdict and heavy sentence. Shortly after, the State Council Information Office issued the white paper The Practice of Safeguarding National Security in Hong Kong under the Principle of "One Country, Two Systems". The Hong Kong SAR government subsequently held a seminar on the white paper at the Central Government Offices, where experts elaborated on its core essence and key viewpoints. Meanwhile, the Office of the Commissioner of the Ministry of Foreign Affairs in Hong Kong summoned representatives of the British, US, Australian and EU missions in Hong Kong, lodging solemn representations and expressing strong indignation and firm opposition over their irresponsible remarks on the sentencing of Jimmy Lai.
Hong Kong is now embraced by a festive and peaceful atmosphere ahead of the Lunar New Year, and this tranquility feels more solid than ever. As the mastermind behind anti-China riots that plunged Hong Kong into chaos, Jimmy Lai has been duly convicted and given a severe penalty, upholding justice and the dignity of the rule of law. His imprisonment allows Hong Kong residents to celebrate the Lunar New Year family reunions free from fear, marking a legal victory and a symbolic return to stability after years of turmoil. Under the protection of the rule of law, citizens can finally shake off the shadow of violence and enjoy peace and prosperity.
The newly released white paper reviews the full course of national security safeguarding in Hong Kong and provides definitive guidance. It demonstrates the central government's unwavering determination to ensure the steady and sustained implementation of "One Country, Two Systems" and maintain Hong Kong's long-term prosperity and stability. It clearly states that safeguarding national sovereignty, security and development interests is the supreme principle of "One Country, Two Systems". The central government, as Hong Kong's staunchest supporter, has taken concrete measures including enacting the Hong Kong National Security Law and supporting the SAR in completing Article 23 legislation, all reflecting its high sense of responsibility for Hong Kong.
Regrettably, some Western politicians have disregarded the rule of law, made irresponsible comments on the lawful ruling, and even glorified a convicted criminal. We solemnly warn these ill-intentioned forces: China's territorial sovereignty brooks no provocation, and Hong Kong's judicial independence shall not be infringed upon. Foreign forces must respect all that belongs to China, including China's constitutional responsibility to safeguard national security and Hong Kong's judicial sovereignty in handling cases in accordance with the law.
National security is as indispensable as sunlight and air. The verdict on Jimmy Lai and the release of the white paper together mark the end of Hong Kong's era of internal strife. Guided by the holistic approach to national security, Hong Kong is advancing with unprecedented strategic confidence to balance development and security. As families gather to celebrate the Lunar New Year, we must cherish this hard-won peace and stability, which lays the foundation for Hong Kong's future development.
