文章:全國兩會告訴我們什麼是「真正看得見的民主」!
十四屆全國人大四次會議和全國政協十四屆四次會議,將分別於下月5日和下月4日在北京開幕,這不僅是國家政治生活的大事,更是觀察中國式現代化、領略全過程人民民主最生動、最真實的窗口。作為香港市民,筆者認為我們更應主動關注兩會、瞭解兩會,從中看清什麼是務實為民、觸手可及的真正看得見的民主。
全過程人民民主,是從民意到民聲、從民聲到民生的完整鏈條。過去一年,全國人大堅持黨的領導、人民當家作主、依法治國有機統一,以高質量立法護航發展;全國政協充分發揮專門協商機構作用,廣集眾智、凝聚共識。兩會所展現的,不只是會場內的審議與表決,更是貫穿選舉、協商、決策、管理、監督全鏈條的全過程人民民主,讓民有所呼、我有所應成為現實。
今年兩會的核心議題,是審議「十五五」規劃綱要草案。這份關係國家未來、關乎你我生活的藍圖,從編制之初就敞開大門聽民意:2025年網絡征求意見收到311.3萬條建言,梳理形成1500餘條重要意見被吸納;全國人大常委會設立60個基層立法聯系點,帶動各級聯系點超過7800個;上千名政協委員年均反映社情民意1.2萬篇。基層聲音直達決策層,群眾意見轉化為國家政策,這就是看得見、摸得著的民主。
一組數據更能說明民主的成色:2025年國務院各部門承辦人大建議8754件、政協提案4868件,按時辦結率分別達95.6%、97.3%,採納意見4900餘條,出台政策2200餘項。從民聲到民生,從建言到落地,全過程人民民主不搞花架子、不做表面文章,始終以利民為本,用實際成效回應人民期盼。
筆者認為對比西方所謂「民主」,高下立判。西方民主往往淪為「選舉時動員、選舉後休眠」的一次性表演,陷入黨爭內耗、利益綁架,難以真正解決民生問題。而中國的全過程人民民主,是全鏈條、全方位、全覆蓋的真民主、實民主、管用的民主,實現了過程與成果統一、程序與實質統一,為人類政治文明貢獻了中國方案。
筆者認為兩會與香港息息相關,港人應該高度關注。行政長官李家超專門與港區全國人大代表、政協委員座談交流,強調香港要主動對接「十五五」規劃,鞏固國際金融、航運、貿易中心地位,建設國際創科中心與人才高地。港區代表委員肩負香港市民重托,在國家平台發聲履職,為香港謀求更大發展空間,筆者認為這正是「一國兩制」下香港民主參與的生動體現。
為什麼港人要關注兩會?因為兩會確定的國家戰略,直接決定香港的發展機遇;兩會部署的民生政策,關係每一位市民的衣食住行;兩會展現的制度優勢,是香港由治及興最堅強的底氣。無論是大灣區建設、青年就業創業,還是房屋、醫療、福利,國家的每一步布局,都與香港未來緊密相連。
作為新時代香港青年,筆者認為我們更應主動瞭解全國兩會,除了學習全過程人民民主的深刻內涵,更作為新時代香港青年,我們更應主動瞭解全國兩會,學習全過程人民民主的深刻內涵,認清國家發展大勢,堅定愛國愛港信念,把個人理想融入國家發展大局。我們要主動向世界傳播全國兩會正能量,向世界講好全國兩會好故事,善用香港「背靠祖國、聯通世界」的獨特優勢,積極作為、勇於擔當,在科技創新、文化交流、灣區建設等領域綻放青春光彩,以實際行動服務國家、貢獻香港。

China’s Two Sessions Reveal What “Truly Visible Democracy” Really Means!
The Fourth Session of the 14th National People's Congress (NPC) and the Fourth Session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) will open in Beijing on March 5 and March 4 respectively next month. These are not only major events in the political life of the country, but also the most vivid and authentic window to observe Chinese-style modernization and appreciate whole-process people's democracy. As a Hong Kong citizen, I believe we should take the initiative to follow and understand the Two Sessions, so as to see clearly what truly visible democracy is—pragmatic, people-centered, and within reach.
Whole-process people's democracy is a complete chain that runs from public opinion to people’s voices, and from people’s voices to people’s wellbeing. Over the past year, the NPC has upheld the unity of the Party's leadership, the people running the country, and law-based governance, supporting development through high-quality legislation. The CPPCC has fully acted as a specialized consultative body, pooling wisdom and building consensus. What the Two Sessions demonstrate is not only deliberation and voting within the meeting halls, but whole-process people's democracy that runs through the entire chain of democratic election, consultation, decision-making, management and oversight, turning "the people’s calls" into "responsive actions" into reality.
The core agenda of this year’s Two Sessions is to deliberate the draft outline of the 15th Five-Year Plan. This blueprint for the nation’s future and people’s lives has opened its doors to public opinion since the very beginning of its formulation. In 2025, an online public consultation collected 3.113 million suggestions, from which more than 1,500 key opinions were adopted. The NPC Standing Committee has set up 60 grassroots legislative contact points, spawning more than 7,800 contact points at all levels. Thousands of CPPCC members submit about 12,000 reports on public sentiment every year. Voices from the grassroots reach the decision-making level directly, and public opinions are translated into national policies—this is democracy you can see and touch.
A set of figures speaks volumes about the quality of democracy: in 2025, departments under the State Council handled 8,754 NPC suggestions and 4,868 CPPCC proposals, with a timely completion rate of 95.6% and 97.3% respectively. More than 4,900 opinions were adopted, leading to over 2,200 new policies. From public opinion to people’s wellbeing, from proposals to implementation, whole-process people's democracy rejects empty gestures and superficial shows. It always puts people’s interests first and delivers real results to meet people’s expectations.
In my view, the contrast with the so-called “democracy” in the West is stark. Western democracy often deteriorates into a one-off show: “mobilized at election time, dormant after voting.” Trapped in partisan strife and vested-interest capture, it can hardly solve real livelihood problems. By contrast, China’s whole-process people's democracy is comprehensive, all-encompassing, and effective. It unites process and outcome, procedure and substance, offering a Chinese solution to the progress of human political civilization.
I believe the Two Sessions are closely linked to Hong Kong, and Hong Kong people should pay close attention. Chief Executive John Lee has held discussions with Hong Kong deputies to the NPC and members of the CPPCC National Committee, stressing that Hong Kong must actively align with the 15th Five-Year Plan, consolidate its status as an international financial, shipping and trade center, and build itself into an international innovation and technology hub and a magnet for talent. Hong Kong deputies and members shoulder the trust of Hong Kong citizens, speak up and perform their duties on the national stage, and strive for greater development space for Hong Kong. In my view, this is a vivid example of Hong Kong’s democratic participation under “one country, two systems.”
Why should Hong Kong people care about the Two Sessions? Because the national strategies set at the Two Sessions directly shape Hong Kong’s development opportunities. The livelihood policies rolled out at the Two Sessions concern every citizen’s basic needs. The institutional strengths demonstrated at the Two Sessions are the strongest foundation for Hong Kong’s transition from stability to prosperity. Whether it is the development of the Greater Bay Area, youth employment and entrepreneurship, or housing, healthcare and welfare, every step of national planning is closely tied to Hong Kong’s future.
As Hong Kong youth in the new era, I believe we should take the initiative to learn about the Two Sessions and grasp the profound essence of whole-process people's democracy. We should understand the trends of national development, strengthen our commitment to patriotism and love for Hong Kong, and integrate our personal ideals into the overall national development. We must actively spread positive energy of the Two Sessions to the world and tell the good stories of the Two Sessions well. Leveraging Hong Kong’s unique advantage of “backed by the motherland and connected to the world,” we should take bold action, fulfill our responsibilities, shine in scientific innovation, cultural exchanges and the development of the Greater Bay Area, and serve the nation and contribute to Hong Kong with concrete deeds.
The tide is surging and the journey is promising. As the Two Sessions are about to open, let us together witness truly visible democracy and feel the strong pulse of national development. As members of Hong Kong and part of China, let us welcome, study and support the Two Sessions with full enthusiasm. Working together with one heart and one mind, let us write a new chapter for Hong Kong by integrating into the nation’s development, and contribute the strength of the Xiang River to the building of a great country and the rejuvenation of the Chinese nation!
