Government Work Report 2026: Pride, Confidence and a New Blueprint for Hong Kong
On March 5, the Fourth Session of the 14th National People’s Congress opened in Beijing. As a patriotic Hong Kong citizen watching the event live, I felt immense pride and inspiration from the Government Work Report. It reviews the remarkable achievements of the 14th Five-Year Plan and charts a grand course for the 15th Five-Year Plan. Despite global headwinds, China’s GDP has surpassed 140 trillion yuan. We lead in developing new quality productive forces, with breakthroughs in aircraft carriers, artificial intelligence and quantum technology, demonstrating strong leadership and solid confidence for the future.
For the first time, the Report puts forward enhancing the law-based governance efficiency of Hong Kong and Macao. It reaffirms commitment to One Country, Two Systems, Hong Kong people administering Hong Kong with a high degree of autonomy, and the principle of patriots administering Hong Kong, providing solid institutional safeguards for long-term prosperity and stability.
The Report clearly supports Hong Kong in leveraging its unique advantage of enjoying strong support from the motherland and global connectivity. It highlights building the Guangdong-Hong Kong-Macao Greater Bay Area into an international sci-tech innovation center. Hong Kong is now in a new stage of advancing from stability to prosperity. The HKSAR Government is proactively aligning with national strategies and formulating its first five-year plan, showing strong accountability. With our strengths as an international financial, shipping and trading hub, Hong Kong is well-positioned to become an international innovation and technology center and a magnet for top talent.
Under the leadership of the Chief Executive, Hong Kong will act as a bridge linking the mainland and the world. We will press ahead with the Northern Metropolis development, foster high-value-added industries, and help enterprises go global while attracting international investment.
My partners and I fully support the HKSAR Government in deepening reforms, contributing Hong Kong’s strengths to national needs. We will continue to tell China’s stories well and strive for a promising start to the 15th Five-Year Plan, writing a brighter chapter for Hong Kong in the great cause of national rejuvenation.
