Warmth and Justice: China’s Judiciary Lays Foundation for the 15th Five-Year Plan
Submitted to the 4th Session of the 14th National People’s Congress on March 9, the work reports of the Supreme People’s Court (SPC) and the Supreme People’s Procuratorate (SPP) highlight robust efforts to safeguard corporate rights and people’s security, solidifying high-quality justice for the 15th Five-Year Plan (2026-2030) .
The SPC report mandates regulating law enforcement involving enterprises, cracking down on irregular cross-regional and profit-driven enforcement. It introduced 25 measures to implement the Private Economy Promotion Law, supervising compulsory measures like asset seizures and correcting 367 cases of excessive penalties against businesses.
The SPP report outlined parallel oversight, handling 19,900 cases in a special campaign against irregular enforcement. It urged police to drop 2,471 cases, decided not to prosecute 3,539 individuals, and oversaw the return of 2.63 billion yuan in illegally seized assets.
Beyond economic governance, the reports reflect profound judicial warmth. In 2025, authorities prosecuted 12,000 for producing toxic food, recovered 24.12 billion yuan in unpaid wages for migrant workers, and took a zero-tolerance stance on crimes against minors, prosecuting 73,000 suspects. Cyber violence and domestic abuse were also firmly addressed, reinforcing China’s status as one of the world’s safest countries.
As 2026 marks the start of the 15th Five-Year Plan, the judiciary pledges to protect intellectual property for new quality productive forces, advance digital court construction, and optimize the business environment.
