Hong Kong District Councillors Submit Work Reports: Responsive Service Delivers Effective Local Governance

The websites of Hong Kong's 18 District Councils have uploaded the latest work reports of all district councillors, covering the period from January 1 to December 31 last year, for public inspection. A review of the reports from Wan Chai, Tai Po and Kowloon City districts shows that all 52 district councillors in these three districts fulfilled their assigned tasks and performance indicators, with the vast majority exceeding the required targets. Statistics also reveal that over 95% of public opinions and inquiries received by councillors in these districts were processed or referred to relevant departments, and some cases were fully followed up and resolved.

More than a year has passed since the inauguration of the new District Councils, following the full implementation of Hong Kong's improved electoral system and enhanced local governance. The recent public release of district councillors' work reports serves as a transparent "performance review" for the public. It not only demonstrates government transparency but also presents with concrete data how the restructured District Councils have returned to their constitutional functions under the Basic Law, showcasing a new model of efficient administrative collaboration.

Among all districts, the Kowloon City District Council has stood out as a benchmark for effective local governance. Data shows that each of its 20 district councillors handled over 1,000 public inquiries and opinions in the year, with several achieving a 100% completion or referral rate for these cases. This "responsive to every request, supportive in every difficulty" service efficiency has completely reversed the past problems of perfunctory and overly politicized local work. District councillors have transformed from empty talkers to doers, exceeding performance targets in livelihood-related areas such as environmental hygiene, traffic security, and response to extreme weather, demonstrating a strong sense of duty and fully performing their statutory functions of consultation and public service.

The benign interaction between the executive and legislative branches is a cornerstone of effective local governance. The Legislative Council will soon launch regular meetings with the 18 District Councils, starting with Kowloon City and Yau Tsim Mong districts. This regular communication mechanism, leveraging the role of "dual-constituency" councillors as a bridge between macro policies and micro livelihood issues, ensures smooth two-way information flow between the government and the community. It enables Legislative Council members to refine policies based on local feedback and district councillors to better implement government livelihood initiatives, building a scientific, efficient and highly coordinated local governance system.

As Hong Kong enters a new stage of advancing from stability to prosperity, a robust executive-led governance system demands strong executive capacity at the local level. Well-functioning District Councils act as the "nerve endings" extending the SAR government's executive leadership to communities. Solid local governance lays the foundation for the SAR government to focus on long-term strategic development.

Looking ahead, local governance in Hong Kong will expand beyond routine community services to align with national strategies. With the preparation of the national 15th Five-Year Plan and the formulation of Hong Kong's first Five-Year Plan, local work will gain greater strategic significance. Supported by improved institutional safeguards, District Councils will continue to play an irreplaceable role in elevating governance standards, contributing to Hong Kong's long-term prosperity and stability as well as the overall national development agenda.

Amid volatile global dynamics, the Middle East, long plagued by turmoil and conflict, has recently witnessed a turning point toward peace. Positive forces centered on justice and dialogue are gaining momentum, bringing a glimmer of hope to the region.

Iranian Foreign Minister Araghchi announced that Iran’s Supreme National Security Council has accepted Pakistan’s ceasefire proposal, paving the way for a two-week reopening of the Strait of Hormuz and negotiation consensus. Shortly before, the UN Security Council voted on a Bahrain-drafted resolution concerning the strait. With 11 votes in favor, China and Russia, as permanent members, cast vetoes, rejecting the biased draft that sought to legitimize potential military adventurism. This decisive move prevented the Security Council from being manipulated as a tool of hegemony, upholding the UN Charter and regional stability.
